COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
CONFERENCE ROOM
SPECIAL MEETING
WEDNESDAY 10:00 A.M. JUNE 3, 2026
Board members present: Chairman Cory Wright (left at 10:15 a.m.),
Vice-Chairman Brett Wachsmith, and Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator & Chad Bala, CDS
Director.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 10:00 a.m. Chairman Wright opened a Special Meeting and announced
the Board would enter into an Executive Session for 20 minutes, with
Chad Bala, CDS Director, under RCW 42.30.110 (g) to evaluate the
qualifications of an applicant for public employment or to review
the performance of a public employee. However, subject to RCW
42.30.140(4), discussion by a governing body of salaries, wages, and
other conditions of employment to be generally applied within the
agency shall occur in a meeting open to the public, and when a
governing body elects to take final action hiring, setting the
salary of an individual employee or class of employees, or
discharging or disciplining an employee, that action shall be taken
in a meeting open to the public. Possible action anticipated.
At 10:20 a.m. the Board reconvened out of Executive Session. No
action taken.
At 10:20 a.m. Vice-Chairman Wachsmith announced the Board would
recess back into an Executive Session for 2 minutes, with Chad Bala,
CDS Director, under RCW 42.30.110(g) to evaluate the qualifications
of an applicant for public employment or to review the performance
of a public employee. However, subject to RCW 42.30.140(4),
discussion by a governing body of salaries, wages, and other
conditions of employment to be generally applied within the agency

Vice-Chairman Wachsmith moved to finalize the annual evaluation for
Chad Bala, CDS Director, and directed Staff to prepare a PAF, noting
it should be made retroactive to his anniversary date.
