was awarded funding for seven project areas, totaling approximately
$24.6 million in federal funding, with the required match to be

award would support broadband expansion to remaining underserved
rural areas of the County and that eligible consultant and
administrative costs are anticipated to be reimbursable under the
grant. Joshua Fredrickson also reviewed ongoing coordination with the
Washington State Broadband Office, environmental and historical
review requirements, and the need to continue consultant support for
design, grant compliance, and contract development.

RECOMMENDATION:
Direct staff to prepare enabling documents for the City of Cle Elum Annexation
BRIEFING SUMMARY:
• The City of Cle Elum has previously annexed property on either side of a portion
of SR903
• The City of Cle Elum seeks to revise a portion of the corporate boundary to
include SR903 to allow for urban design standards to this segment or roadway

BACKGROUND:
The City of Cle Elum holds an interest in the right-of-way of State Route 903, also
known as W. Second Street). The City has, through previous action, annexed areas on

either side of SR 903 between Ranger Station Road and the eastern boundary of the
County transfer station property. Annexations of property either side of SR903 in this
section did not include the state route. The City has interest in annexing a portion of
SR903 to allow for urban design standards to apply.
DISCUSSION:
RCW 35A.21.210 authorizes code cities and counties to revise any part of a corporate
boundary of a city which ``coincides with the centerline, edge, or any portion of a public
street, road or highway right of way by substituting therefore a right of way line of the
same public street', road or highway so as fully to include or fully to exclude that segment
of the pub lic street, road or highway from the corporate limits of the City." The City of
Cle Elum is seeking to revise a portion of their corporate boundary, to include SR 903
from approximately Ranger Station Road to the east line of the County Transfer station
property (Exhibit 1). The Washington State Department of Transportation has

broadband initiative and project support
BACKGROUND:
Funding for deployment of broadband services to areas within the County has been made
available through the National Telecommunications and information Administration
(NTIA) Broadband Equity Access and Deployment (BEAD) Program. BEAD is
administered by the Washington State Broadband Office (WSBO) within the Washington
State Department of Commerce.
Projects require twenty-five (25) percent match. The Washington State Legislature has
approved funding to support match funding for qualifying public projects. Projects within
Kittitas County are eligible to receive the state match funds.
DISCUSSION:
Seven project area applications were submitted to WSBO for consideration i*n K'I'ttl"tas
County. WSBO sent a letter notifying award for the seven PAroect areas submitted. The
County has been awarded $24,681,257 with Infrastructure Investment and Jobs Act
Funds through BEAD. The County has also been awarded $8,227,086 in state matching
funds. Awarded project areas are shown in Table 1.

these reviews. Public Works and our consultant, JRP Innovative Solutions, have been
working with the ISP provider to identify documents and required information to submit
to WSBO for the required NEPA review.

Under the current provisions of KCC 13.40.01 0(a)(iii), applicants utilizing mitigation
certificates through the County's water mitigation program are required to submit a

system often must complete substantial planning, engineering, and regulatory
coordination related to water system approval prior to submitting for construction
permits. This has created situations where applicants end up with expired mitigation
certificates and must reapply, despite active progress already occurring through the

. Standard program.
a. Applicants for short -plat subdivisions and residential building permits requiring
mitigation may use the publicly operated Kittitas County Water Bank if certain
qualifications are met. To be e I i (), I I-) I e to mitigate through the Kittitas County Water
Bank,, an applicant must meet the following requirements:
i. Be located xN,itliin an area in which the Kittitas County Water Bank can
provide adequate water mitigation, and
ii. Require a quantity of water consistent with available mitigation packages,
and
iii. Submit an application for a residential building permit or Group B public
water system meeting standards identified in KCC 13.30 within two (2)
db years of issuance of the mitigation certificate. Commercial uses are not
eligible; or
iv. Submit a short]atpaPplication. Commercial uses are not eligible.
b. Applicants must submit a mitigation application. all applicable documentation,
and all applicable fees to Kittitas County' Public Works prior to submitting an

Adequate Water Supply Determination application. Applicants will also be
required to legally record the mitigation certificate and any applicable agreements
on the title record associated with the property parcel.
2. Special use program,,
a. Whenever it is in hest interests of the county and its people that water rights be
allocated to mitigate water uses outside the terms of the standard program, the
Board of County Commissioners may authorize the permanent or temporary use
of water rights managed through the publicly operated Kittitas County Water
Bank. Board approval of the uses program under the Special Use Program shall
consider:

long-term needs under the standard program and fulfill the transfer proposed
in the special use Program;

make the most efficient use of their powers by enabling them to cooperate

§ 13.40.03() Metering requirements.

Participants will be responsible for the installation of meters and metering equipment and
any associated costs as determined by the County's specifications. Meter installation must
meet the following specifications and will be subject to inspection and applicable
inspection fees:
1. The meter must bei*nstalled on the mainline prior to any residential lateral
connections, or spigots,,
2. Meters must be accessible.
3. The meter must be installed according to manufacturer specifications despite
varying pipe -fitting, pipe size, well location and landscape conditions
4. Meter installation must have an even velocity profile. Installer must ensure proper
design and installation.
5. Meter must he installed i"n an accessible, weather resistant, meter structure, such
as a meter box or equivalent, and be appropriate for location and geographic area,.

prior to the inspection and issuance of the Certificate of OccupancN .
if metering equipment requires maintenance, repair, and/or replacement, the property
