05/19/2026 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. MAY 19, 2026 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Office Administrator; Jodi Larsen, Office <br />Administrator; Jamey Ayling, Planning Manager Community Development <br />Services; Chad Bala, Director Community Development Services; Kady <br />Porterfield, Event Center Director, Stephanie Hartung, Deputy <br />Prosecutor III; Amy Cziske, Treasurer; and 4 members of the public. PUBLIC HEARING SUNCADIA DEVELOPMENT AGREEMENT EXTENSION CDS <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing continued from <br />February 17, 2026, to consider a 15-Year extension to the existing <br />Development Agreement for Suncadia DV-25-0001. He noted the record <br />was closed. <br /> JAMEY AYLING, PLANNING MANAGER provided an update on the proposed <br />Development Agreement and reviewed any changes to the agreement that <br />has developed since the last Public Hearing. JAMEY AYLING <br />recommended Board approval of the proposed extension which includes <br />an annual review of conditions and compliance. <br /> CHAD BALA, COMMUNITY DEVELOPMENT SERVICES DIRECTOR presented <br />information and confirmed that the inclusion of an annual report <br />serves to ensure the provisions of the Memorandum of Understanding <br />are being carried out in accordance with the agreement. <br /> RESOLUTION 2026-091 SUNCADIA DEVELOPMENT AGREEMENT EXTENSION CDS <br /> VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2026-091 <br />authorizing the Chair’s signature adopting the Second Amendment of <br />the Amended and Restated Development Agreement and the Memorandum of <br />Understanding between Kittitas County and Suncadia Resort related to <br />the Suncadia Master plan. <br /> COMMISSIONER OSIADACZ seconded. CHAIRMAN WRIGHT asked the Board if <br />they had any discussion. CHAIRMAN WRIGHT thanked Chad Bala, <br />Community Services Director and Jamey Ayling for their extensive <br />work on this agreement. <br /> COMMISSIONER OSIADACZ stated that she hopes all the additional staff <br />time utilized to work with the Resort and Community, will ensure <br />that the concerns of the public have been addressed and/or resolved
