RESOLUTION TO AUTHORIZE CHAIR SIGNATURE ON AMENDMENT NO. 3 TO
PROFESSIONAL SERVICES AGREEMENT WITH INTER-FLUVEN INC' FOR LOWER
KITTITAS REACH FLOODPLAIN RECONNECTION PROJECT RESTORATION
ENGINEERING, DESIGN, AND PERMITTING SERVICES
WHEREAS: Resolution2024-155 selected Inter-Fluve, Inc. for restoration engineering, design, and
permitting services for the Lower Kittitas Reach Floodplain Reconnection Project and
authorized the Public Works Water Resource Manager to negotiate and execute the
professional services agreement; and
WHEREAS: Section l2 of the General Conditions of the contract authorizes modifications that are in
writing and signed by each of the parties; and
WHEREAS: Amendment No. 3 to Professional Services Agreement with Inter-Fluve, Inc. for Lower
Kittitas Reach Floodplain Reconnection Project Restoration Engineering, Design, and
Permitting Services is attached hereto and incorporated herein by this reference.
NOW' THEREFORE BE IT RESOLVED that the Board of County Commissioners finds it in the best
interest of the public to authorize Chair Signature on Amendment No. 3 to Professional Services
Agreement with Inter-Fluve, Inc. for Lower Kittitas Reach Floodplain Reconnection Project Restoration
Engineering, Design, and Permitting Services.

PROFESSIONAL SERVICES AGREEMENT
WITH INTER.FLUVE, INC.
FOR LOWER KITTITAS REACH FLOODPLAIN RECONNECTION PROJECT
RESTORATION ENGINEERING, DESIGN, AND PERMTTING SERVICES
The terms and provisions of the Agreement for Professional Services executed on
September 13,2024 apply herein unless othetwise specifically revised.
Amendment to Project Scope
lnter-fluve, lnc. will assist Mid-Columbia Fisheries in the production of technical
specifications and typical drawings to support the revegetation plan development.
Amendment to Project Budget
The budget is increased by $108,415, from $875,769.10 to $984,184.10. The increased
budget includes the additionalcost needed to complete the scope of the contract and shown
in the budget detail in Exhibit A ($t08,335) plus an $80 discrepancy between the original
contract amount and the original budget exhibit.
Reason for Amendment:
Additional funding is needed to complete the project scope due to design refinements
necessary to ensure the project meets habitat restoration and agricultural land use
objectives. At the 60 percent design stage, revisions are needed to address site hydrology
and optimize project performance. Additionally, additional time will be needed to coordinate
with Mid-Columbia Fisheries on the revegetation component.
