MAY 5, 2026 Board members present: Chairman Cory Wright and Vice-Chairman Brett Wachsmith. Excused: Commissioner Laura Osiadacz. CALL TO ORDER Chairman Wright called the meeting to order at 10:00 a.m. PLEDGE OF ALLEGIENCE Chairman Wright led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES - NONE PROCLAMATIONS – NONE AWARDS & RECOGNITIONS CERTIFICATE OF RECOGNITION DANA GLENN COMMISSIONERS Vice-Chairman Wachsmith moved to approve a Certificate of Recognition to Dana Glenn, for his dedicated service and commitment to the citizens of Kittitas County from March 15, 1993, through June 30, 2026. Chairman Wright seconded. Motion carried 2-0. APPROVAL OF AGENDA Vice-Chairman Wachsmith moved to approve the Agenda, as presented. Chairman Wright seconded. CHANGE ORDER BELSAAS & SMITH CONSTRUCTION MAINTENANCE Approve Change Order Number 12 with Belsaas & Smith Construction, Inc. in the amount of $41,479.32, for the Kittitas County Jail Facilities renovation project. CONTRACT DEPT OF ECOLOGY – POLLUTION PREVENTION PUBLIC HEALTH Approve Amendment No. 1 to Contract No. C2500178 between the State of Washington Department of Ecology and the Kittitas County Public Health Department for Pollution Prevention Assistance, from July 1, 2025, through June 30, 2027. 05/05/2026 MINUTES 3 RESOLUTION 2026-076 OPIOID FUNDS SETTLEMENT PUBLIC HEALTH Approve Resolution No. 2026-076, Authorizing Funding from the County Jail for Use of Opioid Funds Resulting from the Settlement Claims Against Pharmaceutical Supply Chain Participants. RESOLUTION 2026-077 ARDURRA GROUP, INC. PUBLIC WORKS Approve Resolution No. 2026-077, Authorizing Chair Signature on Ardurra Group, Inc. Task Order No. 3 Hungry Junction Road Project. RESOLUTION 2026-078 SNOQUALMIE PASS SAFETY ACTION PLAN PUBLIC WORKS Approve Resolution No. 2026-078, Adopting the Snoqualmie Pass Comprehensive Safety Action Plan. SET PUBLIC HEARING BULK TICKET PACKAGE EVENT CENTER Approve Setting a Public Hearing to consider Adopting Bulk Ticket Package Discount Rates for Admission at the Kittitas County Fair, to be held on Tuesday May 19, 2026, at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5 th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. SET PUBLIC HEARING FIRE & EMERGENCY SERVICE CAMP RATES EVENT CENTER Approve Setting a Public Hearing to consider Adopting Fire and Emergency Service Camp Rates at the Kittitas Valley Event Center, to be held on Tuesday May 19, 2026, at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5 th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2026-079 FRONTIER VILLAGE DONATIONS EVENT CENTER Approve Resolution No. 2026-079, A Policy for Dedicating Donations for the Frontier Village into Capital Improvement Funds. RESOLUTION 2026-080 WA TRAFFIC SAFETY COMMISSION SHERIFF Approve Resolution No. 2026-080, Authorizing an Interlocal Agreement between the Kittitas County Sheriff’s Office and the Washington Traffic Safety Commission, in the amount of $47,080.00 to provide funding DUI patrols from April 25, 2026, through September 30, 2026. AMENDMENT BUREAU OF LAND MANAGEMENT SHERIFF Acknowledge Amendment P00001 to the Contract between the Bureau of Land Management and the Kittitas County Sheriff’s Office between June 16, 05/05/2026 MINUTES 4 2025, through June 15, 2026. SET PUBLIC HEARING TITLE III FUNDS SHERIFF Approve Setting a Public Hearing to consider the Proposed Use of Fiscal Year 2026 Title III Funds for Kittitas County Search and Rescue, to be held on Tuesday June 16, 2026, at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5 th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2026-081 USDA GRANT APPLICATION SHERIFF Approve Resolution No. 2026-081, Authorizing Signatures to Execute USDA Grant Application Documents. AGREEMENT WA STATE MILITARY DEPT. SHERIFF Approve Grant Agreement No. E26-254, between the Washington State Military Department and the U.S. Department of Homeland Security and the Kittitas County Sheriff’s Office, in the amount of $2,000.00, from January 1, 2026, through September 30, 2026. AGREEMENT FRONTLINE COMMUNICATIONS SYSTEMS, INC. SHERIFF Approve an Agreement between Kittitas County and Frontline Communication Systems, Inc. to install, service, and maintain the specialized equipment of the Sheriff’s Office vehicles, through December 31, 2026. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS - NONE MISCELLANEOUS Carryn Vande Griend, Local Government Affairs, Puget Sound Energy, provided an update on the Wildfire Risk Management Program and how they are working year-round to reduce wildfire risk. EXECUTIVE SESSION At 10:37 a.m. Chairman Wright announced the Board would enter into an Executive Session with Stephanie Hartung, Chief Civil Deputy Prosecutor, for 5 minutes under RCW 42.30.110(1)(i)(ii)Litigation that the agency reasonably believes may be commenced by or against the agency, the governing body To discuss with legal counsel representing the agency 05/05/2026 MINUTES 5 matters relating to agency enforcement actions, or to discuss with legal counsel representing the agency litigation or potential litigation to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency. Action was anticipated at the conclusion. At 10:42 a.m. the Board reconvened out of Executive Session. RESOLUTION 2026-075 ABATEMENT PROCEEDINGS PROSECUTOR Vice-Chairman Wachsmith moved to approve Resolution No. 2026-075, for Authorizing to Proceed with Abatement Proceedings. Chairman Wright seconded.
