Call to Order 10:00am 2. Citizen Comments (1 min. time limit) None 3. Review and Approval of Change Order No. 7 for Rodeo Grandstands Project: Porterfield shared the staff report (attached) and requested Vice -Chairman's signature in absence of the Chairman. Commissioner Osiadacz moved to approve the change order. Vice -Chairman Wachsmith seconded the motion. Motion passes. 4. Grandstands Project Updates: Porterfield shared the staff report (attached) and added an update about the delays and progress of the contractor's rock picking of the arena to bring it back to original existing condition. This week's barrel race had to be cancelled, but we are currently on track to hold the 5-Header event. Patti Stacey shared information about a couple pending change order proposals that are being reviewed. 5. Red Cross Shelter Facility Plan: Porterfield shared the staff report (attached). There were no questions and all were in agreement it's a good thing to keep moving forward. 6. Approve Continued Use of Temporary Fair Aide: Porterfield shared the staff report (attached). Commissioner Osiadacz added that this proposal fits within the current processes allowed within the budget policy and has budget saving benefits. Commissioner Osiadacz moved to approve the continued use of a temporary fair aide for 2026. Vice -Chairman seconded the motion. Motion passes. 7. Update on City Sidewalk Project: Porterfield shared the staff report (attached). She added that she has a meeting scheduled on -site with the City today to do a walk-through. Stacey added that the electrical re-routing project for the future RV Park is being coordinated with this project. The City approved the permit last week and bids for the contract work are due next week. Bids were requested through use of the Small Works Roster given the size and scope of the project. 8. Other Business: Porterfield shared that KVEC just closed out the big Back Country Horseman event this weekend and feel it was a successful move for them to have their event in April over March. The weather was great and they had a great crowd in attendance. 2026-04-27 MINUTES Porterfield shared that the Rodeo Association was able to secure the land the radio station was on, so that was positive news, so they didn't lose valuable space for Labor Day weekend. A question was brought up about the PUD property and potential future sale. Porterfield had not heard anything recent on when that could be happening but has been in discussion with the Rodeo Board about future uses, if it does come up for sale. The Commissioners both agreed this is something to keep on the radar as it is also a valuable piece of information regarding the KVEC Master Plan update in 2027 (pending budget approval). Furthering discussion of updates to the Master Plan, the current bowling alley lease was mentioned, and Stacey shared their lease has been extended to the end of this year. She will be sending a letter to the lessee soon about not maintaining the parking lot area and requesting more information on future timeline of opening. Porterfield shared the Fair is still concerned about the future loss of the some of the parking area based on the terms in the lease. She would encourage a renegotiation on those terms upon a lease renewal to solve the detriment to the Fair. 9. The ribbon cutting for the grandstands is scheduled for August 11 at 5:30 PM. A handshake dinner with the Fair and Rodeo Board will follow, and all Commissioners are invited to attend. Contractors were approximately one week behind in turning over the arena in a usable condition. Despite this delay, we remain on track for the 5 Header event. To date, the delay has only impacted one barrel race originally scheduled for April 29. Upon turnover, there was a significant amount of rock remaining from hauling and excavation work completed to improve roadway access to the arena. I met with the Rodeo Grounds Director to review plans for executing and funding ancillary projects resulting from the construction. Current project items include: ■ Updated and new section signage • Track fence materials and gate installation • Stair nosing material and installation • South grandstand gate entrance Quotes are in progress, and a proposed budget will be presented for review soon. The Rodeo will be responsible for: • Electrical upgrades to the track fence • Improvements to the east end to accommodate relocated vendors (due to loss of the west end) Development of a new food court area • Upgrades and retrofit of the Shop 6 bar for use as a volunteer space I will continue evaluating funding options within my budget, including potential trades, to help cover costs associated with fencing, gate materials, and seating signage. The Rodeo plans to fund the remaining ancillary projects. While supporting emergency response efforts aligns with our core mission (and we have experience assisting with various emergency situations) this opportunity would formalize our role within an established response plan and place us on an official call list. At present, we do not have a formalized agreement or coordinated procedures with partner agencies for mass evacuation and sheltering operations, so this a great opportunity to gain alignment. As a first step, I will complete a preliminary assessment survey to determine whether our facilities meet the Red Cross requirements for inclusion. If we qualify, we will then proceed through the next phases of review and coordination. INTERACTION: Kittitas Valley Event Center Board of County Commissioners ACTION REQUESTED: Seeking feedback, support, and any concerns that should be considered as we evaluate participation in this program. At present, the department is operating with one fewer full-time Maintenance Technician (FTE), and while salary savings are being realized by not immediately filling that position, the reduction in workforce presents operational challenges during the peak fair and summer grounds season. In previous years, the department maintained adequate seasonal staffing by utilizing a six-month seasonal position that was split into two three-month roles (temporary fair aides); however, due to current staffing circumstances, that flexibility is no longer available as one of the past temporary employees was now able to,serve as a seasonal employee, working the full six-month term. The request to continue with a temporary three-month Fair Aide is intended to maintain the level of seasonal support historically relied upon the last few years, as the department typically operates with three additional seasonal staff during this period while also being fully staffed with FTEs. Without this temporary position, the department would effectively be down two staff members compared to normal operations. Additionally, maintaining this temporary role will provide necessary time to evaluate long-term staffing structure and operational efficiency, including assessing whether the current Maintenance Technician I position is appropriately classified or if a transition to a new role would better meet departmental needs. This evaluation period is critical to developing a well -supported and data -driven recommendation for the upcoming budget cycle. Overall, the temporary position is requested as a practical short- term solution to ensure continuity of service levels while allowing for thoughtful analysis and planning regarding permanent staffing adjustments. There will be no added budget impacts, if approved.
