Concluded 2026-03-30 MINUTES KITTITAS COUNTY PUBLIC WORKS STUDY SESSION MINUTES COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 Special Meeting MONDAY 1:30 PM MARCH 30, 2026 Board members present: Chairman Cory Wright, Vice Chairman Brett Wachsmith, and Commissioner Laura Osiadacz. Others: Joshua Fredrickson, Arden Thomas, Lisa Godden, Public Works; Chad Bala, Community Development Services; Stephanie Hartung, James McCoven, Kittitas County Prosecutor’s Office; no members of the public. At 1:30 PM Chairman Cory Wright opened the Public Works Study Session. NO CITIZEN COMMENTS Joshua Fredrickson briefed the Board of County Commissioners of a clerical error on the Study Session Agenda. The first 3 items include resolutions but the Agenda did not mention the action required. Joshua Fredrickson stated due to this error, the items will be brought forward and presented today to the Board of County Commissioners, but will be brought back at a future Session for ratification of Board Chair signature. LOWER KITTITAS REACH FLOODPLAIN RECONNECTION PROJECT Arden Thomas briefed the Board of County Commissioners regarding additional funding needs for the Lower Kittitas Reach Floodplain Reconnection Project. Arden Thomas stated approximately $10 million had been secured, while the first construction phase is expected to cost approximately $14 million. Arden Thomas explained the project also includes a significant revegetation component and that Kittitas County has been partnering with Mid-Columbia Fisheries Enhancement Group to lead that work. Arden Thomas presented a proposed joint application to the Salmon Recovery Funding Board Targeted Investments on behalf of Kittitas County and Mid-Columbia Fisheries Enhancement Group. Arden Thomas stated the request would total approximately $7 million, with approximately $5.4 million for Mid-Columbia Fisheries Enhancement Group and approximately $1.6 million for Kittitas County. Arden 2026-03-30 MINUTES Thomas explained that the County and Mid-Columbia Fisheries Enhancement Group would serve as co-applicants, with lead responsibilities transitioning as each entity completed its portion of the project. Arden Thomas requested authorization for the application form, but due to the item not being properly listed for action on the agenda, the matter will be brought forward at a future meeting for ratification. Chairman Cory Wright asked if there is a final grant deadline. Arden Thomas stated the final grant deadline is June 22, 2026, and that there was a draft application already submitted on Friday. Discussion was held regarding the Auditor’s Office’ ability to track the grant between the 2 co-applicant entities. PUBLIC FACILITIES AWARD AND DEPARTMENT OF COMMERCE INDEPENDENT FINANCIAL FEASIBILITY REVIEW AGREEMENT Joshua Fredrickson briefed the Board of County Commissioners regarding a proposed agreement with the Washington State Department of Commerce for an independent financial feasibility review related to formation of a countywide Public Facilities District. Joshua Fredrickson stated prior discussions had focused on projects within the City of Ellensburg and an upper county recreation center and explained that the feasibility review is a required step before a Public Facilities District could be established. Joshua Fredrickson stated the County had previously submitted background information to the Department of Commerce and had received a proposed contract in the amount of $20,000. Joshua Fredrickson explained the contract would be funded with distressed county sales and use tax funds and that the Department of Commerce would retain a third-party consultant to perform the review. Joshua Fredrickson also stated the Conference of Governments had previously supported use of the funds for this purpose. Discussion was held regarding the review as a preliminary step to provide information for future Board consideration. Because the item was not properly listed for action on the agenda, Joshua Fredrickson stated the agreement would be brought back at a future meeting for ratification. 2026-03-30 MINUTES DIGITAL SUBMITTAL CERTIFICATION TO COUNTY ROAD ADMINISTRATION BOARD Joshua Fredrickson briefed the Board of County Commissioners regarding the annual certifications and reports required by the County Road Administration Board. Joshua Fredrickson stated the reports include the annual certification of policies and planning requirements, fish passage reporting, and certification of diversion of road funds for traffic law enforcement purposes. Joshua Fredrickson stated no fish passage expenditures were reported for the year and no diversion of road funds for traffic law enforcement occurred during the reporting period. Joshua Fredrickson further stated the report includes county law enforcement expense information prepared in coordination with the Auditor’s Office and Sheriff’s Office. Joshua Fredrickson advised the Board of County Commissioners that signatures would be obtained, and the item would be brought forward at a future meeting for ratification. BOWERS FIELD CAPITAL PROJECT PLAN Joshua Fredrickson briefed the Board of County Commissioners regarding the Bowers Field Capital Project Plan. Joshua Fredrickson explained that the County annually submits a capital improvement plan to the Federal Aviation Administration identifying airport projects and funding priorities. Joshua Fredrickson stated major projects under discussion include hangar taxi lane expansion, a parallel taxiway, runway lighting improvements, and narrowing of the runway. Joshua Fredrickson stated those projects had previously been considered as phased improvements, but the Federal Aviation Administration is now indicating the projects should be bundled into one larger project estimated between $12 million and $15 million. Joshua Fredrickson explained airport projects are typically funded at 90 percent by the Federal Aviation Administration, with the County responsible for 10 percent, and that Washington State aviation grant funding may offset half of the County share, leaving an estimated 5 percent county obligation. 2026-03-30 MINUTES Discussion was held regarding the timing of the project, currently anticipated in the 2028 to 2029 timeframe, and the need to plan for the County’s future match obligation. No action was taken. OTHER BUSINESS - NO ACTION TO BE TAKEN Joshua Fredrickson briefed the Board of County Commissioners regarding recent flooding impacts in Kittitas County. Joshua Fredrickson stated the flooding event was less severe than the December event, but water was observed across roads in several locations including near Naneum, Bar 14, Bender Road near the Black Horse area, and in the Easton Area and Elk Meadows community. Joshua Fredrickson stated Public Works staff monitored conditions to compare flooding observations with modeled expectations. Joshua Fredrickson further advised the Board that Ringer Loop Road continues to experience recurring flooding impacts and that the gate at Ringer Loop had been closed due to roadway flooding and impacts to nearby County-owned property. Joshua Fredrickson stated the gate remained closed at the time of the meeting. Brief discussion was also held regarding an inquiry related to SBA disaster recovery. No action was taken. EXECUTIVE SESSION At 1:57 PM the Board of County Commissioners announced they would recess into Executive Session for 20 minutes with Joshua Fredrickson, Chad, and Stephanie Hartung per RCW 42.30.110(i) To discuss with legal counsel representing the agency matters relating to agency enforcement actions, or to discuss litigation or potential litigation involving the agency, the governing body, or members acting in an official capacity, when public knowledge of the discussion could result in adverse legal or financial consequences to the agency. At 2:17 PM the Board of County Commissioners reconvened out of Executive Session. The Board then announced they would recess into Executive Session for an additional 5 minutes per RCW 42.30.110(1)(g) To review the qualifications of a public employee. At 2:23 PM the Board of County Commissioners reconvened out of Executive Session. No action was taken. Meeting concluded at 2:23 PM. BRIEFING SUMMARY: • The Flood Control Zone District intends to apply for $7,000,000 in funding for the Lower Kittitas Reach Floodplain Reconnection Project. • The project aims to reduce flood risk and improve habitat conditions associated with the failing Hansen Pits Levee. • Work will occur on property owned by Kittitas County and the Bureau of Land Management. • The project is in the design phase, with draft 60 percent designs currently under review by County staff. • Kittitas County and Mid-Columbia Fisheries are co-applicants on the grant. Kittitas County would manage the earthwork and engineered habitat improvements, and Mid-Columbia Fisheries would manage revegetation and three years of maintenance. • This funding request would help address the remaining funding need beyond the $10,000,000 Floodplains by Design grant. BACKGROUND: The Hansen Pits Levee does not provide effective flood protection and is contributing to habitat degradation across the 595-acre project area. In response, the Flood Control Zone District has been developing a restoration plan for County- and Bureau of Land Management–owned properties. The plan focuses on improving flood control, enhancing Page 2 of 5 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT fisheries habitat, supporting public access, and accommodating flood-compatible agricultural uses. The project is currently in the design phase, with 60 percent designs expected by January 2026. Construction is targeted for 2027. DISCUSSION: Kittitas County and Mid-Columbia Fisheries will be co-applicants for this grant application. Kittitas County will manage the earthwork and engineered habitat improvements associated with the project. Mid-Columbia Fisheries will manage the revegetation component across approximately 160 acres. Of the $7,000,000 funding request, $5,419,779 would go to Mid-Columbia Fisheries. The County’s portion would be funded from $1,580,221 from this grant source, the $10,000,000 Floodplains by Design grant already secured, and $3,000,000 in funding requested from the Yakima Basin Integrated Plan. FISCAL IMPACTS: The project is included in the Flood Control Zone District’s six-year Capital Improvement Plan and the 2026 budget. Current estimates indicate an additional $300,000 will be required for the County’s portion of construction. Design engineers are working with the County to prioritize work and identify potential phasing options. Additional local Flood Control Zone District funding may need to be allocated in 2027. LEAD STAFF: Josh Fredrickson, Public Works Director RECOMMENDATION: Approve a resolution authorizing the use of Public Facility Award to support the Department of Commerce Independent Feasibility Review and authorize the chair signature on Agreement with Commerce. BRIEFING SUMMARY: x The 1999 Legislature authorized RCW 82.14.370, Sales and Use Tax for Public Facilities in Rural Counties x Conference of Governments considered and approved a request for use of funds to support the Independent Feasibility Review by Department of Commerce at their regularly scheduled December 2025 meeting x Documentation has been provided to Commerce requesting review, and a contract has been provided BACKGROUND: Public Facilities District (PFD) may be created by a County under RCW 36.100. A Public Facilities District can develop and operate sports, entertainment, convention or recreational facilities. To consider a PFD, at the December 16, 2025 meeting the Board of County Commissioners (BOCC) authorized Board Chair signature on a letter requesting the Washington State Department of Commerce conduct an independent financial feasibility review. Public Works has been coordinating with the Department of Commerce regarding requested documents to begin the feasibility review. Page 2 of 2 Public Works “Work Session Staff Report” 2026 DISCUSSION: The Department of Commerce conducts independent financial feasibility reviews with independent contractors. The program is intended to ensure that local decision makers have access to objective and timely analysis of the financial feasibility of the project. The review is to examine the potential costs to be incurred by the Public Facilities District and the adequacy of revenues or expected revenues to meet those costs. It is typical for the Department of Commerce to enter in interlocal agreement for cost-recovery agreement of the review. At their regular meeting on December 17, 2025, the Conference of Governments supported use of Distressed County Sales and Use Tax for the independent feasibility review by Commerce. COMMERCE will contract pursuant to its authority under RCW 43.110.080, with an independent contractor of its choice, (Consultant) to obtain an independent financial feasibility review (“IFFR”) prior to the Kittitas County forming a new PFD as required by RCW 36.100.025. 2. Description of project: A multi-agency group has recommended formation of a countywide Public Facilities District (“PFD”) in Kittitas County for the purpose of partially funding various large recreation projects. Three projects, in various stages of development, have been identified to date. Funds generated from a future voter- approved 0.2% increase in sales taxes would support the projects in different ways and would be allocated among the projects as determined by the PFD Board, once formed. At this time, it is not contemplated that the PFD will own and/or operate facilities, nor will it issue debt to build facilities. Should the capital financing plans for the projects change, the PFD is expected to request a separate review that will focus on capital and operating costs prior to the issuance of any debt, as required by law. The IFFR must examine the potential costs to be incurred by the Local Government and the adequacy of revenues or expected revenues to meet those costs. The cost of the IFFR must be borne by the Local Government proposing to form a PFD (RCW 36.100.025). 3. COMMERCE’s contract with Consultant is contingent upon full execution of this Agreement. 4. Upon execution by Commerce of the Consultant’s contract, the parties will convene a “kick off meeting” as set forth in Section 7. Schedule of Activities. The Local Government will provide information necessary for Consultant to perform the IFFR, including but not limited to relevant reports or studies, to COMMERCE and the Consultant at the “kick off meeting”. 5. The Local Government will pay to COMMERCE $20,000 for the IFFR upon delivery of the IFFR to Local Government. Local Government will provide additional information/documentation as may be requested by the Consultant or COMMERCE. 6. All Communications between the Consultant and Local Government must include (Cc) the Public Facility District Financial Feasibility Review Program at Commerce (PFDreview@commerce.wa.gov). 7. The Bowers Field Master Plan is a comprehensive study outlining long-term development at the airport. As part of the Master Plan, the Airport Layout Plan depicts existing and future facilities to guide development at the airport. Projects are typically funded through FAA entitlement funding, FAA discretionary funding, with match funding from the County Airport fund (Fund 101) and successful grant applications to the Washington State Department of Transportation – Aviation Division. The master plan and airport layout plan guide which projects are included on the CIP. Projects included on the CIP are generally deemed eligible for use of federal funding when they are connected to a runway, taxiway, lighting or apron infrastructure project. The current capital plan for Bowers Field includes projects such as a new hangar taxilane complex, parallel taxiway, lighting, runway rehabilitation, ALP update and runway extension. DISCUSSION: For the past several years the capital plan has included projects funded through FAA discretionary funding. This includes the parallel taxiway, runway narrowing and Taxiway lighting. Projects were spread across several years, allowing for smaller portions of funding and local match. The parallel taxiway construction is the highest cost project on the plan. To prepare for the construction efforts have gone into initial development and mitigation. This has included a wetland mitigation project for wetland impacts; environmental permits; and initial design work. This preparation work had been set up to address the phasing of the project which would have included subsequent runway narrowing, stormwater and lighting as separate projects. The current proposal is to combine the phases into a single project. FAA has shared their support for these projects and the associated funding. The current project being developed as part of the CIP is the hangar taxilane complex. The project scope is to construct additional taxilane areas which will allow for future hangar space expansion. FISCAL IMPACT: Upcoming capital projects will be budgeted in their respective fiscal year ATTACHMENTS: None
