AGENDA SESSION
REGULAR MEETING

Board members present: Vice-Chairman Brett Wachsmith and Commissioner
Laura Osiadacz. Excused: Chairman Cory Wright.

CALL TO ORDER
Vice-Chairman Wachsmith called the meeting to order at 10:00 a.m.

Vice-Chairman Wachsmith led the Pledge of Allegiance.

PROCLAMATIONS
PROCLAMATION COURT INTERPRETER APPRECIATION DAY COMMISSIONERS
Commissioner Osiadacz moved to approve a Proclamation declaring May 6,
2026, as “Court Interpreter Appreciation Day” in Kittitas County. Vice-
Chairman Wachsmith seconded. Motion carried 2-0.
PROCLAMATION THERAPEUTIC COURT MONTH COMMISSIONERS
Commissioner Osiadacz moved to approve a Proclamation declaring May
2026, as “Therapeutic Court Month” in Kittitas County. Vice-Chairman
Wachsmith seconded. Motion carried 2-0.

AWARDS & RECOGNITIONS
The Board of County Commissioners recognized the following employees for
milestones: 5 Years: Dennis Robinson and Nickolas Burson. 10 Years:
Bradley Melanson and Stephanie Hartung. 20 Years: John Bugni. 25 Years:
Marc Eylar.
APPROVAL OF AGENDA
Commissioner Osiadacz moved to approve the Agenda, as presented. Vice-
Chairman Wachsmith seconded. Motion carried 2-0.
CONSENT AGENDA
At the conclusion of reviewing each item Commissioner Osiadacz moved to
approve the Consent Agenda, as presented. Vice-Chairman Wachsmith
seconded. Motion carried 2-0.

CHANGE ORDER BELSAAS & SMITH CONSTRUCTION MAINTENANCE
Approve Change Order No. 1 with Belsaas & Smith Construction, Inc. in
the amount of $56,765.64 for the New Regional Search and Rescue/EOC
Facility.

AGREEMENT WASHINGTON STATE PATROL SHERIFF
Acknowledge Record Sharing Agreement No. TRACS00259 between the
Washington State Patrol and the Kittitas County Sheriff’s Office, for
Traffic and Criminal Software.
RESOLUTION 2026-070 CORONER’S OFFICE HOURS CORONER
Approve Resolution No. 2026-070, Changing the Regular Office Hours of
the Kittitas County Coroner’s Office to 8:00 a.m. to 4:00 p.m. Monday
through Friday.
REQUEST FOR QUALIFICATIONS CODE ENFORCEMENT SUPPORT CDS
Approve a Request for Qualifications from qualified companies to provide
Code Enforcement support services related to property maintenance,
nuisance abatements, and court-ordered or voluntary corrective actions,
to be accepted until 10:00 a.m. on May 21, 2026, and to authorize the
Clerk to publish said notice.
RESOLUTION 2026-071 GRANT COUNTY HEALTH DISTRICT PUBLIC HEALTH
Approve Resolution No. 2026-071, Authorizing an Interlocal Agreement
between the Kittitas County Public Health Department and Grant County
Health District for Shared Epidemiology Services.
RESOLUTION 2026-072 DEPARTMENT OF COMMERCE PUBLIC HEALTH
Approve Resolution No. 2026-072, Authorizing a Contract Amendment
between Kittitas County Via Kittitas County Public Health Department and
the Washington State Department of Commerce.
AGREEMENT PEERS RISING – AMENDMENT 1 PUBLIC HEALTH
Approve Amendment No. 1 to Agreement PHMH-018 between Kittitas County
and Peers Rising, for the Peers Rising Warmth and Wellness: Resilience
and Life Skills Support in Kittitas County project.
CONTRACT DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve Amendment Number 8 to the 2025-2027 Consolidated Contract
CLH32055, between the Department of Health and the Kittitas County
Public Health Department.
CONTRACT WA STATE HEALTH CARE AUTHORITY PUBLIC HEALTH
Approve Amendment Number 2 to Contract No. K7461 between the Washington
State Health Care Authority and the Kittitas County Public Health
Department, from July 1, 2026, through June 30, 2028.

AGREEMENT HOPESOURCE – TEANAWAY COURT/CLE ELUM BUILD PUBLIC HEALTH
Approve Amendment Number 4 to Grant Award #HH-2021-001-HopeSource-CIP
for the Teanaway Court/Cle Elum Build, from July 1, 2025, through June
30, 2027.

CITIZEN COMMENTS ON NON-AGENDA ITEMS
Tim (did not provide last name) from Easton challenged the Board to look
at Easton as a recreational area and how it would be a great long-term
tax base.
BOARD DISCUSSION/DECISION ITEMS
FUNDING REQUEST OPIOID SETTEMENT FUNDS PUBLIC HEALTH
The Public Health Department reviewed a request from the Kittitas County
Jail to use funding from the Opioid Settlement. The Board directed Staff
to bring forward enabling documents at a later date, which would approve
the request as proposed in the Staff Report.
