CALL TO ORDER Chairman Wright called the meeting to order at 10:00 a.m. PLEDGE OF ALLEGIENCE Chairman Wright led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES - NONE PROCLAMATIONS PROCLAMATION CHILD ABUSE PREVENTION MONTH COMMISSIONERS Vice-Chairman Wachsmith moved to approve a Proclamation declaring April 2026 as National Child Abuse Prevention Month in Kittitas County. Commissioner Osiadacz seconded. Motion carried 3-0. AWARDS & RECOGNITIONS - NONE APPROVAL OF AGENDA Vice-Chairman Wachsmith moved to approve the Agenda, as amended, by removing Consent Item Q from the Agenda. Commissioner Osiadacz seconded. SOLID WASTE Approve an Agreement for Services between Kittitas County and Gibson & Son Road Building, Inc. for the Cle Elum Transfer Station Driveway Improvements and Tank Replacement Project. CHANGE ORDER BELSAAS & SMITH CONSTRUCTION SOLID WASTE Approve and authorize the Facilities Director to sign Order No. 10, for the Kittitas County Jail Renovation and Improvement project. CHANGE ORDER BELSAAS & SMITH CONSTRUCTION SOLID WASTE Approve and authorize the Facilities Director to sign Change Order No. 11, for the Kittitas County Jail Renovation and Improvement project. AGREEMENT ROBIN READ CONSULTING PUBLIC HEALTH Approve an Agreement for Services between Kittitas County and Robin H. Read Consulting, changing the start date to February 1, 2026. REQUEST FOR PROPOSALS OPIOD SETTLEMENT PUBLIC HEALTH Approve a Request for Proposals for the allocation of funds generated by the Opioid Settlement to provide abatement strategies authorized by the One Washington Memorandum of Understanding between Washington Municipalities, to be received until April 29, 2026, at 5:00 p.m. and to authorize the Clerk of the Board to publish said notice. RESOLUTION 2026-062 INTERNAL RATE UNEMPLOYMENT COMPENSATION AUDITOR Approve Resolution No. 2026-062, Adopting the 2026 Internal Rate for Unemployment Compensation, effective January 1, 2026. SET PUBLIC HEARING VOTING PRECINCT BOUNDARIES AUDITOR Approve Setting a Public Hearing to consider Voting Precinct Boundary Adjustments proposed by the Kittitas County Auditor’s Office, to be held in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk of the Board to publish said notice. RESOLUTION 2026-063 HOTEL/MOTEL TAX FUND GRANTS AUDITOR Approve Resolution No. 2026-063, Adopting the Distribution of the 2026 Hotel/Motel Tax Fund Grants, in the total amount of $480,887.39. 04/07/2026 MINUTES 4 RESOLUTION 2026-064 DISTRESSED SALES & USE TAX PUBLIC WORKS Approve Resolution No. 2026-064, Approving the 2026 Distressed County Sales and Use Tax Infrastructure Improvement Program Agreement with the City of Ellensburg, effective January 1, 2026. RESOLUTION 2026-065 COUNTY ROAD ADMINISTRATION BOARD PUBLIC WORKS Approve Resolution No. 2026-065, Ratifying the Chairman’s Signature on the Digital Submittal Certification to the County Road Administration Board for 2025. RESOLUTION 2026-066 DISTRESSED SALES & USE TAX PUBLIC WORKS Approve Resolution No. 2026-066, Ratifying the Authorization of the Use of 2026 Public Facility Award (Distressed County Sales and Use Tax) to Support the Washington State Department of Commerce Independent Financial Feasibility Review for Public Facilities District and Ratifying the Chairman’s Signature on the Agreement with Commerce for Said Feasibility Review. RESOLUTION 2026-067 SALMON RECOVERY GRANT PUBLIC WORKS Approve Resolution No. 2026-067, Ratifying the Chairman’s Signature on the Application Authorization Form for a Salmon Recovery Grant Application to the Washington State Recreation and Conservation Office for Lower Kittitas Yakima River Floodplain Reconnection Implementation. LEASE RBR INVESTMENT AVIATION PUBLIC WORKS Approve a Lease Amendment between Kittitas County and RBR Investment Aviation LLC, for Lot H-24 of the Kittitas County Amended Binding Site Plan. REQUEST TO SET A PUBLIC HEARING TO CONSIER A LEASE WITH DEPARTMENT OF NATURAL RESOURCES FOR PROPERTY LOCATED AT THE KITTITAS COUNTY AIRPORT, BOWERS FIELD – ITEM REMOVED FROM THE AGENDA RESOLUTION 2026-068 PROPERTY EXCHANGE PUBLIC WORKS Approve Resolution No. 2026-068, Authorizing Signature on a Real Property Exchange Agreement between the City of Ellensburg, Central Washington University and Kittitas County. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS – NONE 04/07/2026 MINUTES 5 BOARD DISCUSSION/DECISION ITEMS LETTER CENTRAL WASHINGTON UNIVERSITY COMMISSIONERS Vice-Chairman Wachsmith moved to approve a Letter of Support for the Central Washington University’s collaboration with the City of Ellensburg and Kittitas Public Utility District in pursuit of the Department of Energy’s Notice of Funding Opportunity for Geothermal Resource Exploration, Characterization, and Confirmation (DE-FOA- 003472). Commissioner Osiadacz seconded. Motion carried 3-0. MISCELLANEOUS - NONE EXECUTIVE SESSION At 10:31 a.m. Chairman Wright announced the Board would recess into an Executive Session with Josh Fredrickson, Public Works Director, for 8 minutes to under RCW 42.30.110 (g), to evaluate the qualifications of an applicant for public employment or to review the performance of a public employee. However, subject to RCW 42.30.140(4), discussion by a governing body of salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in a meeting open to the public, and when a governing body elects to take final action hiring, setting the salary of an individual employee or class of employees, or discharging or disciplining an employee, that action shall be taken in a meeting open to the public. Action was anticipated. At 10:39 a.m. the Board reconvened out of Executive Session. Staff were directed to proceed with personnel changes as discussed.
