COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
CONFERENCE ROOM
SPECIAL MEETING
THURSDAY 1:00 P.M. APRIL 2, 2026
Board members present: Chairman Cory Wright; Vice Chairman Brett
Wachsmith, and Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator; Jeanne Killgore, HR
Director; Interview Candidate. Part 2: Leslie Erickson, HR Rep.,
Therese Murphy, Deputy Prosecutor III; James McCubbin, Deputy
Prosecutor III.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 1:02 p.m. Chairman Wright announced the Board would recess into
an Executive Session with HR Director Killgore and the Interview
Candidate for 45 minutes, under RCW 42.30.110 (g), to evaluate the
qualifications of an applicant for public employment or to review
the performance of a public employee. However, subject to
RCW 42.30.140(4), discussion by a governing body of salaries, wages,
and other conditions of employment to be generally applied within
the agency shall occur in a meeting open to the public, and when a
governing body elects to take final action hiring, setting the
salary of an individual employee or class of employees, or
discharging or disciplining an employee, that action shall be taken
in a meeting open to the public. No action was anticipated.
*Candidate left at 1:40 p.m.
At 1:47 p.m. the Board reconvened out of Executive Session.
Direction to HR Director to offer the position to the selected
candidate.
*Jeanne Killgore, HR Director left meeting.
*Leslie Erickson, HR Rep., Therese Murphy, Deputy Prosecutor III;
James McCubbin, Deputy Prosecutor III, joined the meeting.
At 1:47 p.m. Chairman Wright announced the Board would recess back
into an Executive Session with Leslie Erickson, HR Rep., Therese
Murphy, Deputy Prosecutor III; James McCubbin, Deputy Prosecutor III
for 10 minutes, under RCW 42.30.110 (g), to evaluate the
qualifications of an applicant for public employment or to review
the performance of a public employee. However, subject to
RCW 42.30.140(4), discussion by a governing body of salaries, wages,
and other conditions of employment to be generally applied within
the agency shall occur in a meeting open to the public, and when a

governing body elects to take final action hiring, setting the
salary of an individual employee or class of employees, or
discharging or disciplining an employee, that action shall be taken
in a meeting open to the public. Possible action anticipated.
At 1:57 p.m. the Board reconvened out of Executive Session.
Publish letter in next week’s Correspondence Log that was
delivered by hand on March 26, 2026 to Commissioner Osiadacz.
Direction to HR staff to treat this correspondence as a
whistleblower complaint and enlist the services of an
investigator.
Schedule a Special Meeting with the Coroner next week to
discuss the following:
o Inform her of the BOCC’s receipt of this letter.
o The Board's obligation to treat the as a whistleblower
complaint with required associated investigation, and
o To not take retaliatory action against whistleblowing
parties and advise the coroner of the need to consult with
her assigned Prosecutor prior to any potential personnel
actions to avoid the possibility of such.
