As a crucial part of our community's efforts to bolster tourism and enrich our local culture, we are excited to outline the specific goals and priorities of the Consolidated Lodging Tax Committee for the upcoming year. Our committee is dedicated to supporting events that not only draw visitors to our community but also contribute to its long-term vitality and prosperity. To this end, we are particularly focused on the following criteria for 2026: Off-Season Events: We are eager to fund events that take place during off-peak times, as these have the potential to stimulate economic activity during typically slower periods. Priority will be given to proposals for new events that diversify our community's offerings and attract visitors throughout the year. Uniqueness of Event: We seek events that stand out for their originality, creativity, and distinctiveness. Whether through innovative programming, cultural significance, or immersive experiences, we are interested in supporting events that capture the imagination and leave a lasting impression on attendees. Community Support and Strategic Alignment: It is essential that funded events have a tangible impact on the community in which they are held and align with its strategic goals. We encourage applicants to demonstrate how their event will contribute to local businesses, promote cultural exchange, or enhance community well-being, among other objectives. Emphasis on Tourism from Outside the 50-Mile Radius: Proposals should outline strategies for marketing and outreach to attract visitors from neighboring regions and beyond, thereby maximizing the economic and cultural benefits of the event. (RCW 67.28.1816) We believe that by prioritizing these criteria, we can support events that not only drive tourism but also foster community engagement, stimulate economic growth, and showcase the unique identity of Kittitas County. Our project highlights the unique history of Roslyn, Ronald, Cle Elum, and South Cle Elum through events, signage, interpretive materials, digital marketing, video, and advertising. Heritage tourism, as defined by the National Trust for Historic Preservation, invites travelers to experience the people, places, and traditions that authentically represent the past and present. By building on this concept, we will create visitor experiences that both honor our coal-mining and immigrant history and strengthen our local economy. Our Track Record of Success • Built and maintain the Coal Miners’ Memorial, celebrating its 30th anniversary in 2026 with planned site improvements and a special celebration. • Preserve Roslyn’s nationally significant historic cemeteries, reflecting the area’s rich immigrant history. • Partner with the Coal Mines Trail Commission on new kiosks and interpretive signage to connect visitors to key heritage sites in Cle Elum, Roslyn, and Ronald. • Host cultural events and lectures and reprinted the book, From Old Country to Coal Country, to keep immigrant family stories alive. This project will: • Promote cultural events that showcase our community’s diverse heritage. • Enhance visitor experiences through new signage, storytelling, and events that bring history to life. • Support local businesses by drawing more foot traffic to downtowns and cultural sites. • Preserve and promote heritage through community partnerships, volunteer engagement, and public education. • Improve signage and interpretation to enhance visitor engagement. By investing in cultural tourism, we will preserve our heritage, celebrate our community’s identity, and support the economic benefits of tourism for local businesses and residents. 2500 character limit Note: You MUST be present at the Q&A meeting to qualify for funding. https://drive.google.com/file/d/1VVy7-TE0HiMNWRqdjD0RPZQbIzOf3OQ7/view?usp=sharing Response 1.3: List of Intended Use of Funds * Note: This language will be related in the contract if awarded. It ensures that traditions, stories, and places are not forgotten, while also highlighting what makes a destination unique and different from others. This is one of the reasons visitors are drawn to our area—its authentic history and distinctive “funkiness.” Our community has rich cultural assets that already attract visitors. The Roslyn Cemetery and Coal Miners’ Memorial offer powerful opportunities to reflect on the achievements and hardships of our ancestors, creating a meaningful connection between past and present. In addition, our cultural events provide engaging and enjoyable ways for residents and visitors alike to celebrate local history, building both admiration and community pride. We already possess these cultural treasures; our challenge is to share them more broadly and effectively. With enhanced marketing and outreach, we can capture the attention of the thousands of visitors who already come to our area and invite them to experience our unique heritage. Funding from LTAC will allow us to expand communication of our Mission, Vision, and Values, ensuring that our heritage is not only preserved but also celebrated as a cornerstone of local tourism and community identity. 2500 character limit Response 2.2: Describe the prior success of your event/activity/facility to attract tourists.* The Roslyn Ronald Cle Elum Heritage Club has a proven history of preserving, promoting, and sharing the cultural and historic assets of our community. Our accomplishments demonstrate both our capacity to complete significant projects and our commitment to stewarding local heritage. • Coal Miners’ Memorial (1996–present): Our organization designed, funded, and erected the Coal Miners’ Memorial in downtown Roslyn to honor the men and families who built this community. For nearly 30 years, we have maintained and enhanced the site, ensuring it remains a meaningful and dignified place of remembrance for residents and visitors alike. In 2026, we will celebrate its 30th anniversary with planned improvements to the surrounding area, making it more welcoming and accessible to the growing number of visitors. • Historic Cemetery Preservation: We serve as caretakers of Roslyn’s nationally significant cemeteries, which reflect the stories of diverse immigrant groups who settled here in the late 1800s and early 1900s. Through ongoing volunteer efforts, we protect and maintain these historic landscapes, safeguarding an irreplaceable cultural resource for future generations while offering visitors a unique lens into our community’s past. • Coal Mines Trail Collaboration: As an active partner on the Coal Mines Trail Commission—a multi-agency body including Roslyn, Cle Elum, and Kittitas County —we have played a key role in advancing the preservation and interpretation of this historic trail. Together, we are implementing new kiosks and interpretive signage to replace deteriorated markers. This work will provide visitors with deeper context and a more engaging experience as they explore the historic corridor that links Roslyn, Ronald, and Cle Elum. • Cultural Events & Storytelling: Our club hosts events year-round, including speaker series, tours, and community gatherings that celebrate the area’s coal- mining and immigrant heritage. These events consistently draw strong local participation while also appealing to visitors. In 2025, we reprinted From Old Country to Coal Country, a beloved compilation of family stories first published two decades ago, ensuring that these personal histories remain accessible to new generations of readers and heritage travelers. Together, these achievements demonstrate our ability to bring projects from concept to completion, engage volunteers and partners, and deliver lasting cultural assets that enrich both our community and its visitors. 2500 character limit Application Questions: Part 2 Response 3: Describe how you will promote your event/activity/facility to attract tourists.* 4| Collaboration Response 4.1: If your organization collaborates or has created partnerships with other organizations, groups, or other events, how is this accomplished?* Response 4.2: Describe how you will promote lodging establishments, restaurants, and business located in Kittitas County * To achieve our tourism and outreach goals, we are planning to hire a marketing professional to strengthen our communications strategy and maximize visibility for our programs and events. We have already built a strong foundation for outreach: • Membership and Reach: Our membership list has grown to 280 individuals. Our mailing list expands that reach to nearly 500 households, with 33% located outside Kittitas County and 20% out of state—demonstrating a significant external audience. Our email list now includes 292 contacts, with ongoing efforts to add non-members and visitors to this distribution. • Print & Digital Newsletters: Each year we mail a year-end newsletter with a calendar of events. In 2025, we expanded by adopting Mailchimp to distribute a monthly digital newsletter, allowing us to promote events, share stories, and increase engagement. • Professional Media Production: We invested in professional photography and videography for our three main events this year to strengthen our digital marketing and social media content. Going forward, we plan to increase the use of video and expand our presence across multiple platforms. • Community Partnerships: As an active member of the Kittitas County Chamber of Commerce, we leverage their resources to share and advertise events. Looking ahead, we plan to enhance our marketing strategy through new signage, printed brochures, and targeted advertising in social media, print, and video. The LTAC process itself—through applications, workshops, and in-person interviews—has provided valuable opportunities to learn from others, refine our strategies, and strengthen our operations. In prior years, sponsorship for our largest event, the Croatian Picnic, came primarily from a few cash and in-kind donations. In 2024, we piloted a new sponsorship package targeting past business supporters. Of the ten businesses approached, seven committed support, five of those chose to become “All Events” Sponsors. Building on that success, in 2025 we expanded the program to include smaller sponsor levels and grew to 18 total sponsors. With their feedback, we will continue to refine and grow this program in 2026 with the goal of establishing a sustainable model for the future. The Croatian Picnic not only sustains itself but also provides critical funding for our other free, public events, including the King Coal Ceremony and cultural programs with guest speakers. Proceeds also fund our annual scholarship for a local high school senior and support maintenance of the Coal Miners’ Memorial. Our long-term goal is for every event to be self-sustaining, generating resources to keep free programming available to the public. We carefully evaluate costs after each event to improve efficiency and maximize impact. For example, by adjusting the admission pricing structure for the Croatian Picnic this year, we realized a direct increase in net revenue, which strengthens our ability to reinvest in future programming. In short, LTAC support has not only expanded our reach and programming but has also enabled us to build a sustainable framework for cultural tourism—one that benefits visitors, supports local businesses, and deepens community pride. 2500 character limit Application Questions: Part 4 6| Additional Information Response 6.1: Provide any additional information which will assist the Lodging Tax Advisory Committee in evaluating your project and its benefit to tourism. In 2026, we will undertake two significant capital improvement projects with lasting impact on heritage preservation and tourism in Upper Kittitas County. The first is the Coal Mines Trail interpretive signage project, which will bring to life the stories of coal mining, immigration, and community building that shaped our region. Professionally designed interpretive signs along the trail will ensure that residents and visitors alike have meaningful opportunities to connect with local history while enjoying the outdoors. The second major project is the enhancement of the Coal Miners Memorial which will celebrate its 30th year in 2026. The memorial, prominently located in the center of downtown Roslyn, is not only a cornerstone of our community’s cultural identity but also a highly visible landmark that draws visitors tracing family, labor, and regional history. Its central location makes it a natural gathering point for residents and tourists alike, ensuring that improvements to the site will have an outsized impact on downtown visitation, walkability, and the overall visitor experience. Planned enhancements will refresh and improve the area around the memorial so it remains a place of reverence, learning, and pride for decades to come. Both projects will culminate in public ribbon-cutting or dedication events, each expected to draw participants from well beyond our local area. These events will generate media coverage, tourism visibility, and renewed interest in our community’s heritage assets. We fully recognize that LTAC funds cannot be spent directly on capital improvements. Our request focuses on eligible uses — specifically advertising, promotion, marketing, and event-related activities that will maximize participation and encourage overnight stays tied to these projects. Because of the scale, long-term impact, and visitor draw of these projects, we are maximizing our request and seeking 2026 LTAC funding for our fully allowable amount. This investment will allow us to leverage local volunteer support and in-kind contributions while ensuring that both projects meet professional standards and have broad public reach. By fully funding this request, LTAC will help us deliver two highly visible, enduring projects that honor our past while inviting new visitors to experience the history and culture of Upper Kittitas County. 2500 character limit Response 6.2: You may upload any supporting documents such as graphs, images, diagrams, marketing materials, etc. You are allowed to submit up to 3 single page (US Letter) documents in JPG, PDF or TIFF format LTAC 2026 Fun Facts.pdf 558.96KB LTAC 2025 Flyers.pdf 1.64MB RRCHC Facebook Stats 2025.pdf 264.07KB 7| Previous Lodging Tax Grant Information Response 7.1: Has your event received Lodging Tax funds in previous years?* No, this event/project has not previously received Lodging Tax Funding Yes, 1 year previous Yes, 2 years previous Yes, 3 years previous Yes, 4 or more years previous Response 7.2: Overall Attendance * Past Actual *Projected * 1,217 1,200 Response 7.3: Number of people travelling more than 50 miles for your event?* Past Actual *Projected * 395 200 Response 7.4: Number of people traveling from outside WA State for your event?* Past Actual *Projected * 46 20 Response 7.5: The number of overnight guests who stay in paid accommodations in Kittitas County for your event?* Past Actual *Projected * 83 20 Response 7.6: Number of paid lodging room nights resulting from you event/activity/facility?* Past Actual *Projected * 72 15 Response 7.7: In addition to fields above, you may upload the evidence to support the prior years' room/night information. Roslyn Cemetery has historically been our largest year-round visitor draw. To better understand visitation, we have maintained a physical logbook at the kiosk where guests record their names, origins, and lodging information. By refining our log this year, we have been able to more accurately capture lodging nights in addition to visitor demographics. While our security cameras indicate only 10–12% of visitors currently sign the logbook. Moving forward, we will no longer include Roslyn Cemetery visitor activities in our reporting (with the exception of the annual Cemetery Clean-Up event), as another community group has agreed to take on this responsibility. This will allow us to focus more fully on our events and upcoming large capital project improvements while ensuring that cemetery-related activities continue to be supported. Our data projections in questions 7.2-7.6 reflect this change. At our events, we encourage feedback through surveys, often paired with door prizes to increase participation. These surveys provide valuable insight into attendee demographics and overnight stays, and we plan to continue refining these methods to strengthen our reporting. For guest presentations and events where surveys are less suitable, we use sign-in sheets similar to the cemetery log. These not only track attendance but also capture important details such as out-of-county participation and paid lodging nights. On average, 25% of attendees at guest presentations are non-members, demonstrating that our programs are reaching beyond our core membership and attracting visitors from outside the immediate area. Looking ahead to 2026, we will be undertaking two major capital improvement projects: the Coal Mines Trail interpretive signage project and enhancements to the Coal Miners Memorial in celebration of its 30th year. We anticipate holding ribbon-cutting or similar dedication events for both projects, which will attract visitors from outside the area and further strengthen regional tourism. 2500 character limit Application Questions: Part 5 Yes No We have not previously applied for grant funding specifically for this project. However, we plan to pursue support for advertising through the NKC Tribune Matching Ad Sponsorship Program, which provides a dollar-for-dollar match on advertising—an excellent opportunity to double our outreach. Their program requires applications for individual ads or ad series at the time of request. Since each of our events and meetings has unique marketing needs, we apply on a case-by-case basis rather than using a single ad throughout the year. We have a strong working relationship with the Tribune’s owners and regularly provide them with timely, relevant content to share with their readers, which helps promote both our events and the newspaper itself. If the matching program continues, we are confident we'll remain successful applicants and grateful recipients. Looking ahead, we will continue to seek funding from additional sources. Our experience has been that most grant programs are restricted to specific projects, particularly capital projects, and are less often available for event promotion and advertising. For that reason, we strategically pursue event support through partnerships, sponsorships, and targeted programs like the Tribune’s, while reserving grant applications for capital improvements and larger infrastructure needs. 2500 character limit Response 8.3: What changes will be made if funding for your request is not available or recommended?* Matching Funds Percentage 9| Project Budget Overview Please complete budget for this project/proposal. If your agency operates independently of this project application it may not be necessary to submit the entire agency budget. You must submit a budget which specifically pertains to the project/event for which you are requesting funding and adheres to the basic budget format shown below. The budget must include anticipated revenues, expenditures, and any potential profit or loss. For projects/events which are ongoing for more than one (1) year, please also submit actuals from the previous three (3) years of operations (need not be consecutive) for the project/proposal if applicable. For any claimed in-kind contributions valued at $500 or more and related to marketing/advertising, you must submit verifying documentation which assures the contribution will be provided. For instance, if you are claiming in-kind contributions in the form of advertising match, a binding contract itemizing the matching value and obligating each party must be provided. ATTENTION: In an effort to allow an adequate level of flexibility for all applicants, not all fields in the budget portion are required to be filled before this form is submitted. Providing all applicable data is your responsibility, failure to do so will potentially jeopardize your application's chance for review. Budget Year Edit if necessary Revenues Account Name Past Actual 3 Past Actual 2 Past Actual 1 Projected Past LTAC funding has been essential in helping us create new events and expand our reach beyond Kittitas County. It has also allowed us to scale up our efforts, growing free public programs such as the King Coal Ceremony and our series of guest speakers. This support has not only increased participation but has also elevated the visibility of our community’s unique cultural heritage. If LTAC funding is not awarded in 2025, we will continue to advertise and support our large-scale events and promote our guest speakers locally. However, our ability to reach broader audiences outside the County will be significantly reduced. Without this expanded outreach, we risk losing momentum in attracting visitors from beyond the immediate region—momentum that LTAC funding has helped us build over the past four years. With LTAC support, we can continue drawing new visitors whose attendance supports local businesses, strengthens the tourism economy, and ensures that our community’s heritage remains a vibrant part of the regional story. 2500 character limit. 496.80 This field will auto fill with the correct percentage based on your input to budget section below. 2023 2024 2025 2026 LTAC Grant Funding 11,632.02$20,000.00$22,000.00$25,000.00$ Other Revenues Croatian Picnic 3939.95$10974.00$11489.67$10500.00$ Bocce Tournament 54.19$1960.83$1457.75$1800.00$ King Coal Events 0.00$877.00$167.00$100.00$ Sponsors 3300.00$3250.00$6000.00$8000.00$ Membership Dues 2103.00$1818.71$2200.00$2500.00$ Matching funds 0.00$0.00$1000.00$1000.00$ Donations 40190.00$27694.00$16305.00$40000.00$ Verification of In-kind Contributions Contributions of Volunteer Time Past Actual 3 Past Actual 2 Past Actual 1 Projected Number of Hours Evidence of Volunteer Contributions * Calculated Value of Projected Volunteer Time Total Revenues Past Actual 3 Past Actual 2 Past Actual 1 Projected Expenses Expense Item Past Actual 3 Past Actual 2 Past Actual 1 Projected Food, Beverages & Products 10332.55$2700.00$1859.00$2000.00$ Capital projects grants 0.00$0.00$13000.00$50000.00$ Books 0.00$0.00$1000.00$1000.00$ In-Kind Contributions NKC Tribune Matching Funds 2117.50$2303.00$2960.00$3200.00$ Roslyn Theatre Screen Ad 0.00$1500.00$1500.00$1500.00$ Swag from Sponsors 0.00$1500.00$1500.00$1500.00$ Roslyn Brewery 550.00$500.00$638.00$600.00$ Iron Horse Brewing Co.0.00$0.00$1000.00$500.00$ For any claimed in-kind contributions valued at $500 or more and related to marketing/advertising, you must submit verifying documentation which assures the contribution will be provided.
