e. Taxes: Contractor understands and acknowledges that neither the County will not withhold
Federal or State income taxes from payments made to Contractor. Where required by State
or Federal law, Contractor authorizes the County to make withholding for any taxes other
than income taxes (e.g., Medicare). All compensation received by Contractor will be reported
to the Internal Revenue Service at the end of the calendar year in accordance with applicable
IRS regulations. It is the responsibility of Contractor to make its necessary estimated tax
payments throughout the year, if any, and Contractor is solely liable for any tax obligation
arising from Contractor’s performance of this Agreement.
The County will pay sales and use taxes imposed on goods or services acquired hereunder as
required by law. Contractor must pay all other taxes, including but not limited to: business
and occupation tax; or taxes based on (1) Contractor’s gross or net income, or (2) personal
property to which the County does not hold title. The County is exempt from federal excise

from and against any and all claims, damages, losses and expenses, including but not limited to court
costs, attorney's fees and alternative dispute resolution costs, for any personal or bodily injury,
sickness, disease or death, for any damage to or destruction of any property (including the loss of
use resulting therefrom), and for any other claims, damages, losses, and expenses sustained by the
County, which (1) are caused in whole or in part by any act or omission, negligent or otherwise, of
Contractor, its employees, agents or volunteers, or Contractor’s subcontractors, their employees,
agents or volunteers; or (2) are directly or indirectly arising out of, resulting from, or otherwise
connected with the performance of this Agreement; or (3) are based upon Contractor’s or its
subcontractors’ use of, presence upon or proximity to the property of the County. This
indemnification obligation of Contractor shall not apply in the limited circumstance where the claim,
damage, loss or expense is caused by the sole negligence of the County. This indemnification
obligation of Contractor shall not be limited in any way by the Washington State Industrial Insurance
Act, RCW Title 51, or by application of any other workmen's compensation act, disability benefit act
or other employee benefit act, and Contractor hereby expressly waives any immunity afforded by
such acts. The foregoing indemnification obligations of Contractor are a material inducement to
the County to enter into this Agreement, are reflected in Contractor’s compensation, and have
been mutually negotiated by the parties.
The County reserves the right, but not the obligation, to participate in the defense of any claim for
damages, losses or expenses, and such participation shall not constitute a waiver of Contractor’s
indemnity obligations contained in any section of this Agreement.

_______2026 County Lodging Tax Funding Agreement Page 5
In the event Contractor enters into subcontracts to the extent allowed under this Agreement, each
such subcontractor shall indemnify the County on a basis equal to or exceeding Contractor’s
indemnity obligations to the County.
Section 5. Termination.
a. This Agreement may be terminated at any time by mutual written agreement of the parties.
b. The County, by giving written notice, may terminate this Agreement at any time without cause
and without further obligation to Contractor except for payment due for deliverables
provided and/or services performed prior to the effective date of termination. An equitable
adjustment in the contracted price for partially completed tasks will be made by the County,
but such adjustment shall not include compensation for loss of anticipated profit on
uncompleted work.
c. If Contractor defaults by failing to perform any of its obligations under this Agreement, or
becomes insolvent, is declared bankrupt or commits any act of bankruptcy or insolvency, or
makes an assignment for the benefit of creditors, the County may, by written notice to
Contractor, terminate the Agreement, and at the County's option, obtain performance of the
work elsewhere. If the Agreement is terminated under this paragraph, Contractor shall not
be entitled to receive any further payments under this Agreement until all of its obligations
hereunder have been fully performed, and any extra cost or damage to the County shall be
deducted from any money due or coming due to Contractor. Furthermore, in the event of
termination under this paragraph, Contractor shall bear the costs of any extra expenses
incurred by the County in completing the work, and all damages sustained, or which may be
sustained, by the County.
d. If the termination results from acts or omissions of Contractor, including but not limited to
misappropriation of funds provided hereunder, nonperformance of required services, and/or
fiscal mismanagement, Contractor shall return to the County immediately any funds,
misappropriated or unexpended, which have been paid to the Contractor by the County,
together with applicable interest calculated at the rate of twelve percent (12%) per annum.
e. Termination of this Agreement by any means provided herein shall not excuse any party’s
performance of its obligations hereunder through the effective date of termination, except
that the County shall not be obligated to pay for services that have not been performed or
deliverables that have not been provided.
Section 6. Miscellaneous.
a. Cities as a Party. The other constituent members of the Consolidated Lodging Tax Committee
(Cities of Roslyn, Cle Elum, and Ellensburg) are not direct parties to this Agreement but are
intended third-party beneficiaries of this Agreement and to the extent set forth herein certain
of its provisions are for the benefit of these Cities and are enforceable by these Cities in their
own names (collectively and/or individually) and in their capacities as Washington municipal
corporation(s).

Letter to Prospective Applicants
Dear Prospective Applicants,
Thank you for considering applying for the 2026 Lodging Tax Fund. As a crucial part of our community's efforts to bolster tourism and enrich
our local culture, we are excited to outline the specific goals and priorities of the Consolidated Lodging Tax Committee for the upcoming
year.
Our committee is dedicated to supporting events that not only draw visitors to our community but also contribute to its long-term vitality and
prosperity. To this end, we are particularly focused on the following criteria for 2026:
Off-Season Events: We are eager to fund events that take place during off-peak times, as these have the potential to stimulate
economic activity during typically slower periods. Priority will be given to proposals for new events that diversify our community's offerings
and attract visitors throughout the year.
Uniqueness of Event: We seek events that stand out for their originality, creativity, and distinctiveness. Whether through innovative
programming, cultural significance, or immersive experiences, we are interested in supporting events that capture the imagination and
leave a lasting impression on attendees.
Community Support and Strategic Alignment: It is essential that funded events have a tangible impact on the community in which they
are held and align with its strategic goals. We encourage applicants to demonstrate how their event will contribute to local businesses,
promote cultural exchange, or enhance community well-being, among other objectives.
Emphasis on Tourism from Outside the 50-Mile Radius: Proposals should outline strategies for marketing and outreach to attract
visitors from neighboring regions and beyond, thereby maximizing the economic and cultural benefits of the event. (RCW 67.28.1816)
We believe that by prioritizing these criteria, we can support events that not only drive tourism but also foster community engagement,
stimulate economic growth, and showcase the unique identity of Kittitas County.
We encourage all interested applicants to carefully review the guidelines and criteria outlined in the application materials and to submit
proposals that align closely with our goals and priorities. Together, we can create memorable experiences that enrich our community and
leave a lasting legacy for years to come.
Thank you for your interest in the 2026 Lodging Tax Fund. We look forward to receiving your applications and working together to make
Kittitas County a vibrant destination for visitors and residents alike.
Sincerely,
Consolidated Lodging Tax Committee

PUNCH Projects works to promote visual dialogue between urban and rural art communities and seeks to support the cultural
vibrancy of rural art scenes by spurring creative awareness, cross-cultural engagement and economic vitality. In fall of 2021, we
signed a lease on the old fire house in the small rural-community of Thorp and began what we call the “Fire House Project” –
creating a space that now, after nearly 4 years, houses a gallery, outdoor stage/performance area, and an indoor performance
area and snack bar with packaged snacks and beer. Exhibitions in the gallery change monthly and we have musicians and other
performers year-round on either the indoor or outdoor stages. We are currently open 12-5pm on Saturdays with volunteer staff,
with extended hours on last Saturdays to 8pm. 2024 and 2025 were periods of significant growth in our arts and culture
programming, with visual art, interactive experiences, and performative events happening every Saturday. The Punch Firehouse
Project is unique in that it is the only public venue in Thorp and is an important bridge between upper and lower counties
providing cultural experiences to tourists and locals alike. The past year continues to maintain high attendance numbers. In a
town with a population of approximately 200, open one day per week, we had 2983 visitors Sept. 2024 – Aug. 2025. This is more
than 3x as many visitors from same months during our first year, and nearly identical (with a slight increase!) to the same
months last year which shows sustainable interest in our programming. We estimate 19.3% of those to be out-of-county – an
increase from the previous year ’s 14.4%. Gross retail sales for 2025 have increased 58.83% comparing again Sept. 2024 – Aug.
2025 with the same months of the previous year. This is testament to the success of our efforts and the support of the LTAC. As
we continue to work toward expanding our hours, programming and retail offerings in 2026, we continue to invest in ways to
reach a broader audience and a sustainable path forward. Many visitors are still discovering us for the first time and have been a
mix of folks who have seen our out-of-county advertising, some who have discovered us as they pass our Thorp location
enroute to raft or fly fish, others who have bicycled the scenic byway from Roslyn to Ellensburg, and of course regulars from
Ellensburg and upper county.

Response 3: Describe how you will promote your event/activity/facility to attract tourists.*
Response 2.1: Why would tourists travel to Kittitas County to attend your event/activity/facility?*
Since opening the Firehouse Project in October 2021, we have hosted an estimated 8,579 visitors. Approximately 1,699 (19.8%)
of those are from out-of-county and often combine a visit to our gallery and music venue with a visit to other arts organizations
in-and-out of the county such as Gallery One in Ellensburg, Twisp Works to the north or Mighty Tieton to the south. We are
currently open every Saturday and new exhibitions open on the first Saturday of the month. This follows the First Friday Artwalk
in Ellensburg, giving visitors the perfect opportunity to make a weekend of art in central Washington. We are perfectly placed on
the scenic byway halfway between Roslyn/Cle Elum and Ellensburg. This location has allowed us to connect with river rafters,
fly fishermen and bicyclists who have discovered us on their path, enriching their visit and experience within Kittitas County. We
have a history and proven track record of creating exhibitions and creative projects that draw large audiences. For our 2026
general programming, we plan to continue monthly exhibitions in the main gallery that will attract and appeal to visitors beyond
Kittitas County. From May-September we host performers and visitors in our outdoor event and gathering space, and our indoor
venue and “snack bar” with food and beer offerings allows us to feature performers, presentations and workshops year-round. In
2026, we plan to continue expanding our performance programming, providing opportunities for local musicians as well as more
regionally recognized. We also plan to continue expanding other offerings such as film and movie screenings to our event
lineup. Considering our unique mix of art exhibitions in our gallery space, performance on our backyard stage, our year-round
indoor venue and “snack bar,” and an upstairs workshop space for lessons and demonstrations, there is a lot to see and
experience at PUNCH Projects throughout the year. Our central location, adjacency to the scenic byway, and rural appeal are
perfect publicity talking-points to draw-in new visitors and tourists.

Response 2.2: Describe the prior success of your event/activity/facility to attract tourists.*
Though Kittitas County is a strong supporter of visual arts, with opportunities to visit exhibitions at a small number of galleries
during Ellensburg’s First Friday Artwalk, there are few spaces that combine that with food and beverage, live music, film, or
performance. Because we are the only venue of this nature in Thorp and close to upper county, we draw a significant number of
residents and tourists from Cle Elum and Roslyn. After moving into the historic fire house in Thorp in October 2021, we quickly
expanded from just a gallery and exhibition space in the front of the building, to an upstairs summer residency space for visiting
artists in partnership with Ellensburg’s Gallery One, and a backyard stage for musicians and performers. In less than four years,
we have more than tripled annual attendance from 937 in our first year to 2,983 the past 12 months. In Sept. 2023, we started
collecting zip codes and “overnight stays” data in the form of a sign-in sheet on our reception desk. This data shows that in the
past 12 months, our visitors have booked an estimated 165 hotel nights, for a total of 268 overnight stays by individuals.
Considering our past experience of creating visual arts events throughout Washington state and our successful first three-and-a-
half years with our Fire House Project, coupled with the demand for a creative venue that merges the arts, live performance,
good drinks and food, we feel uniquely poised to create a destination that not only supports rural vitality in small unincorporated
Thorp, but also builds bridges between the urban cultural centers of the Northwest and the smaller communities among the
fertile landscape from which PUNCH originated.

Application Questions: Part 2
We intend to continue focusing on PUNCH Projects as a year-round arts and culture destination while highlighting some of our
more significant events such as our summer concert series, annual “Speakeasy” event and guest speakers. We also want to
continue promoting “weekend” art getaways such as the back-to-back First Fridays in Ellensburg and First Saturdays in Thorp.
Our marketing strategy will be a mix of boosted Facebook and Instagram ads, print ads, and editorial features. We’ve also
continued working to expand our website content to improve SEO and search results when tourists are looking for things to do
when planning trips, as well as taking advantage of travel-related sources such as Yelp and Trip Advisor.
We currently have an email list with 1400+ subscribers to which we send a monthly update. As we continue to develop our
marketing and promotion strategy, we will be looking to grow our number of subscribers and take full advantage of direct
marketing via email to promote events, encourage attendance, and increase overall sales.
We’ve seen great results from print advertising in Seattle’s “The Stranger” and Wenatchee’s “Comet” publications. We look
forward to expanding our print placement and making more use of underutilized platforms such as “Google Ads.”

5| Future Plans
Application Questions: Part 3
Gallery One Visual Arts Center (Ellensburg)
In January 2025, we partnered on a multi-site immersive “video art” exhibition. We also volunteer in many ways throughout the
year to support their programming. Currently, we are in discussions to rent space in their “INK” location on Main Street
Ellensburg. Our plan is to activate this space as a First Friday “after party” with music and hospitality.
Thorp Community Day (Thorp)
In October 2024, we once again supported Thorp Community Days through parade participation, community engagement, and
cross-marketing and we’re already planning our float for the 2025 parade. Blue Bear Puppet Lab of Ellensburg has been a
partner in the creation of our floats for 2023 and 2024.
Iron Horse Brewery (Ellensburg)
Continues to be a prominently stocked beer in our snack bar and we have enjoyed collaborating with them on various art and
design related projects throughout the year, such as event graphics.
Inland Poetry (Ellensburg)
Has hosted performances on both indoor and outdoor stages at our Fire House Project.
Others
We also collaborated with numerous artists and musicians throughout 2025, as well as food vendors such as Gemini Fish, Dr.
BBQ and Puff Puff Pizza. In the future, we are excited to expand partnerships with more arts and cultural organizations
throughout the county and the Department of Art + Design at CWU.

We have a list of hotels and restaurants that we provide to folks coming from out-of-town. This is a list that goes to our visiting
resident artists, exhibiting artists and guest speakers. As we continue developing multi-day workshops, we would include this
information as part of the signup process for attendees. As our audience and attendance continues to grow, we also want to
partner with more hospitality vendors or food trucks and look forward to finding ways to bring more businesses to Thorp.
Within our space, we have places for local partners to post event posters and flyers, and we frequently cross promote with
partners and events on our social media channels.

Response 5: Please explain what plans exist to allow this project to become self-sustaining. Include any plans for ticket sales,
event sponsors, and other cost-recovery models.*
Our most significant source of revenue during 2025 has been retail sales which include food and beverages, artwork and our
own line of PUNCH merchandise such as t-shirts, hats and totes. We do not charge an admission fee to enter the gallery or
attend performances. Operating with a volunteer staff and a shoestring budget, we are continuing the trend of exceeding gross
sales in 2025 compared to the same months in 2024.
By continuing to refine our marketing and promotions strategy, we expect to continue growing our attendance, audience and
supporters, allowing us to expand revenue in several ways, including, but not limited to the following:
(1). In 2023 we were approved for a “Snack Bar” license which allows us to sell beer and snacks. We are currently exploring
ways to expand our food and beverage options and have tested various ideas through partnerships with third-party vendors.
(2). We will continue to expand and sell merchandise on-site.
(3). We recently added e-commerce to our website, giving us the ability to sell art prints and PUNCH merchandise to a broader
audience across the world.
(4). Select events will feature talent of notoriety, allowing us to charge an admission fee.
(5). We recently created a pricing structure to support rental of our space
(6). We have developed an annual fundraising campaign taking place in November called “Thorpsgiving” that solicits individual
giving through donations and memberships. In 2024, this event raised enough money to cover essential expenses such as rent
and utilities.

Application Questions: Part 4
6| Additional Information
Response 6.1: Provide any additional information which will assist the Lodging Tax Advisory Committee in evaluating your
project and its benefit to tourism.
In less than four years, the PUNCH “Fire House Project” has become home to a visual arts gallery, outdoor stage/performance
area, and a year-round indoor performance space and “snack bar” with packaged snacks and beer. Exhibitions in the gallery
change monthly and we have musicians and other performers on one of our two stages on nearly every Saturday. In a town with
a population of approximately 200, open one day per week, we have more than tripled annual attendance from 937 in our first
year to 2,983 the past 12 months. Gross retail sales for 2025 have continued to increase over previous years, and as we
continue expanding our family-friendly programming with new offerings such as “movie nights,” we expect numbers to continue
growing. We are a unique venue not only because of our programming, but also because of our proximity to communities that
currently have limited arts and culture offerings for tourists. Knowing that at least 578 of the 2983 folks that visited us Sept. 2024
– Aug. 2025 were from out-of-county, translating to 268 overnight stays is testament not only to the success of our efforts and
the support of the Lodging Tax Advisory Committee, but also to the demand for cultural, creative and artistic experiences for
tourists choosing travel destinations.
An investment in our marketing/promotions and talent fees is not only a benefit to our organization, but to the community of
Thorp, as we are the only public gathering place with regular hours in Thorp, which has always been a popular scenic byway for
road trippers, motorcyclists and bicyclists.
Part of our mission has always been to bridge the urban rural divide and connect communities across Washington state and the
Greater Northwest. We hope to be a popular destination for visitors and out-of-towners to mingle with locals while experiencing
art, music and other events. We want central Washington to be known as an arts destination and we want to contribute to the
plethora of reasons to visit Kittitas County from galleries and museums, to food, adventure and more. Lodging Tax Funds enable
us to bring talented artists to the county, expand our programming and most importantly, spread the word across the Northwest
to get butts in seats, heads in beds and provide opportunities to experience the wealth of activities and attractions in our county.
PLEASE NOTE: The application form values our volunteer hours at $53,425.60 which results in a falsely high projected profit
and matching funds.

Please complete budget for this project/proposal. If your agency operates independently of this project application it may not be necessary

Response 7.10: Please explain your methodology.*
Please explain.
We do a direct headcount as folks enter our space. To determine where visitors are from and if they are staying over, we use an
informal survey in the form of a sign-in sheet. Unfortunately, we are not able to capture zip code and lodging information from
every visitor, which means that our total visitor numbers are very accurate, but the "out-of-county" and "out-of-state" numbers
are likely much greater than we are reporting. Same would apply to hotel stays.

We apply to grants throughout the year as they come available. Without a 501(c)3 status, these opportunities are limited and we
have not yet secured additional grant funding for 2026. However, we have been working to increase donor funding and
sponsorships with last year ’s efforts supporting essential expenses such as rent and utilities.

If PUNCH Projects receives no support through the Lodging Tax Fund it will not impact our ability to continue operating. We will
still be able to present exhibitions and host a limited number of performances. Without Lodging Tax funding, however, our ability
to grow our audience through out-of-county marketing will be limited as will our ability to feature performers and presenters.
Since we notice significantly increased attendance on days when musicians perform, we expect that reducing the number of
performers with also reduce the number of attendees. With a limited marketing/promotions budget, we will forgo any
professional marketing design and advisement and restrict our advertising to mostly un-boosted social media posts. Our
audience will remain mostly local.
