KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: April 7, 2026 <br />ACTION REQUESTED: Request to Approve a Resolution to Ratify the Chair's <br />Signature on the Digital Submittal Certification to the <br />County Road Administration Board <br />BACKGROUND: Public Works is required to provide the County Road <br />Administration Board (CRAB) with an annual <br />certification covering administration, policies and <br />operations related to County Roads. Public Works is also <br />required to provide the CRAB with an annual <br />certification certifying Road Fund Expenditures for Fish <br />Passage Barrier Removal. Certifications submitted to <br />CRAB require the Board of County Commissioners <br />Chair signature. <br />INTERACTION: <br />In addition, annually the County Sheriff, County Auditor <br />and the Board Chair are required to certify traffic law <br />enforcement diversions from the Road Fund. The <br />County Engineer is also required to sign certification <br />documents. CRAB utilizes their Annual Reporting <br />System (CARS) for report submittal and signatures on <br />the Digital Submittal Certification. Paper copies of the <br />certification and signature sheet are no longer being <br />used. <br />At the March 30, 2026, Special Study Session, Public <br />Works staff requested the Chair of the Board of County <br />Commissioners execute the Digital Submittal <br />Certification to meet, reporting deadlines. This <br />Resolution ratifies the Chair's Signature on said <br />Certification. <br />Public Works <br />RECOMMENDATION: Approve and Sign the Resolution to Ratify the Chair's <br />Signature on the Digital Submittal Certification to the <br />County Road Administration Board <br />HANDLING: Return one (1) original to Public Works <br />ATTACHMENTS: Resolution <br />LEAD STAFF: Josh Fredrickson, Director <br />
