KITTITAS COUNTY COMMISSIONERS
KITTITAS COUNTY, WASHINGTON
Cory Wright, Chairman
KITTITAS COUNTY
BOARD OF COUNTY COMMISSIONERS
STAFF REPORT
STUDY SESSION DATE: March 10, 2025
ACTION REQUESTED: Approve one time relocation assistance.
BACKGROUND: The Kittitas County Office of the Prosecuting Attorney
(KCPAO) entered an interlocal agreement with the City of
Ellensburg for Prosecution Services. We have been actively
recruiting for this position and have identified a highly
qualified candidate we would like to hire. He currently
resides out of state, and to support his transition, we would
like to offer a one-time relocation assistance payment.
Historically, we have provided $2,500 for relocation.
However, due to increased moving and travel costs
compared to last year, we are requesting a 10% increase to
ensure the assistance remains adequate and competitive.
DISCUSSION: The moving stipend is a one-time expense that does not
have an ongoing budget impact. The Board of County
Commissioners approved relocation assistance for another
attorney last year who moved from out-of-state to take a
position as a criminal Deputy Prosecutor with the County.
FISCAL IMPACT: The cost is fully supported within the existing financial
structure of the interlocal agreement and does not require
supplemental funding or budget adjustments.
RECOMMENDATION: Approve a one-time $3,000.00 relocation assistance
payment to a new hire for our office relocating from
Colorado, to be paid to him on his first paycheck.

Re: Ellensburg Rodeo Arena Improvements
Amendment 02
Dear Patti,
This letter is intended as a request for an amendment to the Professional Services
Agreement dated May 20, 2025. This request for additional services, is for costs incurred
following the submission for permit and bidding documents.
Following the completion of bidding documents for the stadia system, ALSC and
consultant DCI coordinated the structural foundations with Dant Clayton's. Differences in
the preliminary layout from NorPac to the current layout resulted in efficiencies in the
stadia configuration but required additional foundations. During this coordination
structural building foundations required redesign based on ongoing coordination with
share foundations between building and stadia elements.
In addition to stadia foundation coordination and design, we received requests from
project stakeholders and the AHJ for changes that came following completion of
construction and bid documents. Changes include stage relocation, site telecom
infrastructure, buckaroo panel replacement, and event lighting panel feeders. The
following is a summary of DCI Engineers and MW Engineers costs incurred for these
additional services. ALSC incurred $5,120.00 in additional costs which we are absorbing
in our current contract fee. Our request for the additional fee is our consultant team only. I
have attached their cost breakdowns for your records and consideration.
DCI Engineers:
® Stadia Foundation: $12,863.00
MW Engineers (Electrical):
® Electrical Adds: $8,280.00
