COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. MARCH 16, 2026
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator; Jodi Larsen, Office
Administrator; Julie Kjorsvik, Clerk of the Board; Chelsey Loeffers,
Public Health Director; Patti Stacey, Facilities Director; and one
member of the public.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wright opened the Office Administration
meeting.
PUBLIC COMMENT - NONE
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action Forms and Vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending March 13, 2026.
UPDATE TEANAWAY PROJECT UPDATE PUBLIC HEALTH
Chelsey Loeffers, Public Health Director, provided a status update
on the Teanaway Project. She stated that Staff met with HopeSource
and Pacifica Law Group where changes were reviewed and recommended.
She shared that the meeting went really well and everyone was in
agreement with the discussed changes. She stated that Pacifica Law
Group can produce documents to memoralize what was discussed for the
Board to approve. She wanted to make sure there were no concerns
before they did any additional work. The Board stated that they were
in support of the work product being produced for their
consideration.

RESOLUTION CITY OF ELLENSBURG/ILA KITTITAS CO. MAINTENANCE
Vice-Chairman Wachsmith moved to approve Resolution No. 2026-053,
Resolution Authorizing an Interlocal Agreement between the City of
Ellensburg and Kittitas County Maintenance for Maintenance Services
at the Cold Weather Shelter. Commissioner Osiadacz seconded. Motion
carried 3-0.
RESOLUTION SOLID WASTE ADMIN BUILDING CLOSED SOLID WASTE
Vice-Chairman Wachsmith moved to approve Resolution No. 2026-054, a
Resolution Authorizing the Closure of the Kittitas County Solid
Waste Admin Office from March 30 - April 3, 2026. Commissioner
Osiadacz seconded. Motion carried 3-0.
ACKNOWLEDGE RESIGNATION FAIR BOARD – BLUME COMMISSIONERS
Vice-Chairman Wachsmith moved to acknowledge and approve the
recommendation from the Executive Board - Fair Board to accept the
resignation effective immediately from Fair Board Director Andrea
Blume. Commissioner Osiadacz seconded. Motion carried 3-0.
APPOINTMENT JAMES WATTERSON DIST.#3 WEED DIST COMMISSIONERS
Vice-Chairman Wachsmith moved to appoint James Watterson to the
Kittitas County Noxious Weed District #3 Representative, effective
immediately and to expire on March 6, 2028. Commissioner Osiadacz
seconded. Motion carried 3-0.
REAPPOINTMENT LITTLE/PERKINS HOUSING AUTHORITY COMMISSIONERS
Vice-Chairman Wachsmith moved to reappoint Dr. Robert Perkins and
John Little to the Kittitas County Housing Authority Board for a 5
Year Term, effective immediately and expiring April 6, 2031.
Commissioner Osiadacz seconded. Motion carried 3-0.
RATIFY SENATOR CANTWELL & MURRAY COMMISSIONERS
Vice-Chairman Wachsmith moved to approve and ratify Board signature
on a letter to Senator Cantwell & Senator Murray regarding CWU's
Request for $3,000,000 in FY 2027 Congressionally Directed Spending
for the Old Heat Commercialization Center in Ellensburg.
Commissioner Osiadacz seconded. Motion carried 3-0.
RATIFY REPRESENTATIVE SCHRIER-OLD HEAT COMMISSIONERS
Vice-Chairman Wachsmith moved to approve and ratify Board signature
on a letter to Representative Schrier regarding CWU's Request for
$3,000,000 in FY 2027 Community Project Funding for the Old Heat

Commercialization Center in Ellensburg. Commissioner Osiadacz
seconded. Motion carried 3-0.
UPDATE WHITE BOARD COMMISSIONERS
The Board reviewed their current whiteboard topics and provided
status updates.
DISCUSSION COUNTY FACEBOOK COMMISSIONERS
The Board determined that for the week of March 16, 2026, they would
post the following on their Facebook page: Proclamation Declaring
March 20, 2026, as Ronan Stewart Day in Kittitas County – WIAA 1B/2B
Wrestling State Champion; Proclamation Declaring March 30, 2026, as
Cle Elum Roslyn High School Girls Basketball Team State Champions
Day in Kittitas County; Kittitas County Employee Milestones (2nd
Tuesday Regular Agenda Session approved).
The Board determined for the following week since there will be no
regular Office Admin Meeting, they would have two Facebook posts
scheduled to be shared. One for the Treasurer’s Office notice that
Autopay is going away and the other for the Solid Waste Admin.
Building Closure from March 30, 2026 – April 3, 2026.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2026
were determined during a Board of County Commissioners Office Admin
meeting and they will continue to provide updates at future
meetings.
Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
OTHER BUSINESS/GENERAL UPDATES – There were general updates on
meetings & conversations that the Board participated in,
individually, over the past week.
