<br /> <br />Public Health Study Session <br />February 25, 2026 <br />at 10:00 am <br />Commissioners’ Conference Room <br />Meeting Minutes <br /> <br /> <br />Present: Laura Osiadacz, Brett Wachsmith, Cory Wright (chair) <br /> <br />Others: Chelsey Loeffers, Candi Blackford, Kasey Knutson, Erin Moore <br /> <br />The meeting was called to order at 10:00 am by Cory Wright <br /> <br />No citizens present for public comment <br /> <br />Department Business <br />1/10th 2027 Gap Funding discussion/decision <br />Kasey Knutson reviewed the 1/10th of 1 percent RFP application process as is and discussed current <br />overlapping requests that have been approved to make sure that funding was utilized and ensure proper <br />distribution of funds. With the Sunset Clause being rescinded, Kittitas County Public Health Staff, <br />Auditor’s Office, Prosecuting Attorney’s Office and the Chairperson for the 1/10th Advisory board have <br />all met to discuss streamlining the RFP process in the future. The new process will allow RFP’s to be on a <br />two-year funding cycle with no overlapping RFPs. The last round of RFPs will end in 2027, and cycle <br />before will end in 2026. Starting in 2028 a new RFP project year will not provide RFP funding between <br />the project years ending in 2026, so any agency that did not apply for the most recent RFP will not have <br />access to funding until 2028. <br />For the Stop Gap funding, KCPHD would work with the advisory board to update the RFP and test the <br />updates with the two agencies in the stop gap process. It would not be an open competitive process for <br />the one-year funding. <br />At this time Ms. Knutson asked for approval to move forward with the Stap Gap RFP process. <br /> <br />02.01: Motion to move forward with the Stop Gap RFP process. Brett Wachsmith moved to approve <br />moving forward with the Stop Gap RFP process. Laura Osiadacz second. All approved. Motion 02.01 <br />carried to approve moving forward with the Stop Gap RFP process. <br /> <br />Opioid Settlement Process Update <br />Kasey Knutson discussed best attempts at finding out total amount of funds for the opioid settlement <br />funds between the city of Ellensburg and county. With the interlocal that was signed in November with <br />the city the county will provide staff support, implement, and oversee the RFP process. The department
