The applicant wants to remove the development rights from thirty (30) <br />parcels and place the parcel in a conservation easement. The subject parcels are located <br />off Polaris Drive and Four Wheel Drive approximately 1.5 miles southwest of the <br />intersection of Fowler Creek Road and Forest Service Road 4517, southwest of Cle <br />Elum, WA. The thirty (30) parcel total 3 to 3.38 acres and are partially or wholly <br />covered by priority habitat and species. Per KCC 17A.04.020(1)(d), state priority <br />habitats and areas associated with state priority species are considered a fish and <br />wildlife habitat conservation area. After a review of the application materials and a site <br />visit, staff have determined that the parcels qualify for the transfer of development <br />rights. When signed and recorded, the TDR conservation easement will create thirty <br />(30) development right certificates. The conservation easement is before you. <br /> <br /> <br />INTERACTION: CDS, Board of County Commissioners <br /> <br />ATTACHMENTS: Conservation Easement for Granite Creek East LLC Transfer of Development Rights <br />(TD-24-00006). <br /> <br />STAFF <br />RECOMMENDATION: CDS staff recommends that the Board of County Commissioners approve the <br />conservation easement for the Granite Creek East LLC Transfer of Development <br />Rights (TD-24-00006). <br /> <br />HANDLING: Presentation to the Board by Kittitas County Community Development Services. <br /> <br /> <br />RESPONSIBLE STAFF: Ellie Myers, Community Development Services Planner I
