The applicant wants to remove the development rights from thirty-four <br />(34) parcels and place the parcel in a conservation easement. The subject parcels are <br />located off Black Dog Drive approximately 4 miles west of the intersection of Thorp <br />Cemetery Road and S Thorp Highway, west of Thorp, WA. The thirty-four (34) parcel <br />total 3.05 to 12.91 acres and are partially or wholly covered by priority habitat and <br />species. Per KCC 17A.04.020(1)(d), state priority habitats and areas associated with <br />state priority species are considered a fish and wildlife habitat conservation area. After <br />a review of the application materials and a site visit, staff have determined that the <br />parcels qualify for the transfer of development rights. When signed and recorded, the <br />TDR conservation easement will create thirty-four (34) development right certificates. <br />The conservation easement is before you. <br /> <br /> <br />INTERACTION: CDS, Board of County Commissioners <br /> <br />ATTACHMENTS: Conservation Easement for Spiritwind Farm II Transfer of Development Rights (TD- <br />24-00006). <br /> <br />STAFF <br />RECOMMENDATION: CDS staff recommends that the Board of County Commissioners approve the <br />conservation easement for the Spiritwind Farm II Transfer of Development Rights <br />(TD-24-00006). <br /> <br />HANDLING: Presentation to the Board by Kittitas County Community Development Services. <br /> <br /> <br />RESPONSIBLE STAFF: Ellie Myers, Community Development Services Planner I
