Kittitas County
Public Health Department

BOH Staff Report

AGENDA DATE:
February 3rd, 2026

ACTION REQUESTED:
The Board of County Commissioners approve the resolution to acknowledge and approve the
Kittitas County Public Health Simplified Indirect Cost Allocation Plan for the Year ended
December 31, 2024 effective January 1, 2026.

BACKGROUND:
Each year we are required to establish our Indirect Cost Allocation Plan and establish the rate
based upon allowed costs under 2 CFR Part 200, Uniform Administration Requirements, Cost
Principles and Audit Requirements for Federal Awards (Uniform Guidance). The plan for the
Health Department established a rate at 20.42% but to allow for the margin of error, the
established rate for approval is 20%. The previous rate was 10%.

This increase is due to two factors: a full year of costs for the Deputy Director, and a decrease in
surplus funds leftover from COVID-19. This increase was expected as we knew the lower rates
of the last few years were due to these funds.

The Chart below shows the previous year’s calculations and the adopted rates :

Year Calculated Rate Certified Rate
2018 for 2020 29.04% 28.25%
2019 for 2021 25.55% 25.25%
2020 for 2022 21.01% 21%
2021 for 2023 21.10% 21%
2022 for 2024 14.35% 14.5%
2023 for 2025 9.9% 10%

RECOMMENDATION:
The Board of County Commissioners approve the resolution to acknowledge and approve the
Kittitas County Public Health Simplified Indirect Cost Allocation Plan for the Year ended
December 31, 2024 effective January 1, 2026.

LEAD STAFF:
Katie Odiaga
