KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: January 20, 2026 <br /> <br />ACTION REQUESTED: Request to approve a Professional Services Agreement <br />between Kittitas County and Bill Clarke. <br /> <br /> <br />BACKGROUND: The proposed Professional Services Agreement is between <br />Kittitas County and Bill Clarke to act as the primary <br />government affairs representative for the County before the <br />State Legislature and State agencies. He will work with <br />legislators and key staff to advance legislative and budget <br />priorities and advise on developing long-term policy and <br />funding strategy for key projects. Mr. Clarke will work <br />with the County Commissioners, Staff, Prosecuting <br />Attorney’s Office, and other consultants on providing <br />strategic policy advice on water resources, water banking <br />issues, and other issues of critical importance to Kittitas <br />County. <br /> <br />INTERACTION: The prior agreement with Mr. Clarke expired on December <br />31, 2025. Stephanie Hartung, Chief Civil Deputy <br />Prosecutor, has reviewed and approved the proposed <br />agreement (12149). <br /> <br />RECOMMENDATION: Approve the Professional Services Agreement between <br />Kittitas County and Bill Clarke, in the amount of $6,000.00 <br />per month, and a monthly expense reimbursement amount <br />of $100.00 per month for routine expenses such as local <br />mileage and parking. The proposed Agreement is from <br />January 1, 2026, through December 31, 2026. <br /> <br />HANDLING: 1 - Clerk of the Board <br />2 originals to Bill Clarke for signature.
