Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: January 20, 2026 <br /> <br />ACTION REQUESTED: Request to Set Closed Record Hearing to Consider Parke Creek Planned <br />Unit Development (PD-24-00002), Long Plat (LP-24-00004) <br /> <br /> <br />BACKGROUND: Parke Creek is a proposed planned unit development and plat that includes a rezone to <br />a Planned Unit Development and a 25 lot plat on approximately 128.03 acres that are <br />currently zoned Rural Recreation. The project is designed and planned to include 25 <br />single family housing sites over approximately 43 acres. The remaining open space is <br />for proposed natural areas and recreation such as hiking & motorized trail use, an orv <br />park and approximately 21 acres of recreational vehicle storage. The project is <br />proposed to be developed in three phases over a 20-year period. The subject property <br />is located off Parke Creek Road approximately .5 miles northeast of the intersection of <br />Vantage Highway, northeast of Kittitas, WA in SEC 34 TWP 18 RGE 20; in Kittitas <br />County, bearing Assessor’s map numbers 18-20-34000-0011. <br /> <br />On November 24, 2025, the Kittitas County Hearing Examiner conducted an open <br />record hearing on above-referenced applications. On December 8, 2025, the Hearing <br />Examiner issued a recommendation of approval for the property, including <br />recommended findings of fact, conclusions of law, and conditions of approval. <br />According to KCC 15A.01.040(3)(a), the decision-making process of the Board shall <br />consist of a pubic meeting or meetings wherein the Board reviews the written record <br />from the Hearing Examiner and issues a written decision in resolution or ordinance <br />form. During such meeting(s), appropriate county staff will present the record to the <br />board, providing information as necessary to ensure county code compliance.
