01/05/2026 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON SPECIAL MEETING RODEO ARENA CHANGE ORDER REVIEW & DISCUSSION <br /> MONDAY 11:00 AM JANUARY 5TH, 2026 <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory <br />Wright, Excused: Commissioner Brett Wachsmith. <br /> <br />Others present: Bryan Elliott, County Auditor; Zach Dehaven, Budget <br />& Finance Director; Bill Davis, Infrastructure Manager; Patti <br />Stacey, Facilities Director; Doug Fessler, IT Director; Jodi Larsen, <br />Office Administrator; 1 member of the public. <br /> CITIZEN COMMENTS: NONE SPECIAL MEETING RODEO ARENA CHANGE ORDER COMMISSIONERS <br />At 11:00 AM Chairman Osiadacz opened a Special Meeting to review <br />the Rodeo Arena Change Orders with Facilities Manager Patti Stacey <br />and IT Director Doug Fessler. <br /> <br />Facilities Manager Stacey reviewed the fixed cost change orders that <br />must be completed in order to provide the structural integrity <br />required for the new arena as well comply with current County <br />building code requirements. <br /> <br />IT Director Fessler reviewed a change order request that would <br />direct the Arena Contractor to trench and install conduit for future <br />electrical needs. Director Fessler’s position is that it would be a <br />fixed cost now that will allow for future growth as opposed to <br />having unknown retro fitting costs in the future. <br /> <br />The Board directed Staff to get an amended quote for trenching and <br />conduit placement that allows for future growth while being fiscally <br />responsible.
