KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM November 24, 2025 <br />Board members present: Chairman Laura Osiadacz, and Commissioner <br />Brett Wachsmith. <br />Others: Josh Fredrickson, Lisa Godden, Arden Thomas, Public Works; <br />Chad Bala, Community Development Services. <br />At 1:30PM Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />NO CITIZEN COMMENTS <br />YAKIMA BASIN FISH AND WILDLIFE RECOVERY BOARD REPRESENTATION <br />DISCUSSION <br />Arden Thomas briefed the Board of County Commissioners that the <br />Public Works staff has served as the County's Alternate <br />Representative on the Yakima Basin Fish and Wildlife Recovery Board <br />(YBFWRB) since 2019. Arden Thomas advised the Board that capacity <br />constraints within Public Works are limiting the ability to <br />effectively serve in this role and asked for direction from the Board <br />of County Commissioners on how to proceed. <br />Discussion was held to identify an alternative, possibly from within <br />another Kittitas County office who may have the capacity for the role <br />of Alternate Representative for YBFWRB. <br />Chad Bala, Director of Community Development Services (CDS), briefed <br />the Board of County Commissioners that CDS will review their staffing <br />capacity to see if a CDS staff member may be an option as an <br />Alternative Representative. <br />Josh Fredrickson asked the Board of County Commissioners for <br />direction regarding reaching out to YBFWRD to request that they <br />streamline their meetings so that time is used efficiently. <br />Commissioner Brett Wachsmith agreed that contacting YBFWRB to discuss <br />focused meetings moving forward is needed. <br />Chairman Laura Osiadacz suggested reaching out to other Kittitas <br />County Departments to see if there is a staff member with the <br />capacity to be the County's Alternate Representative and stated that <br />reaching out to YBFWRD to streamline their meetings should be done as <br />well. <br />11/24/25 MINUTES <br />
