<br /> <br />KITTITAS COUNTY <br />Board of County Commissioners <br />Regular Agenda Session <br /> <br />AGENDA DATE: November 18, 2025 <br /> <br />ACTION REQUESTED: Request Approval of Amended Interlocal Agreement for the <br />Consolidated Lodging Tax Advisory Committee <br /> <br /> <br />BACKGROUND: In response to a request from the Kittitas County Lodging Tax <br />Committee (CLTAC), staff from the Auditor's Office has collaborated <br />with the other CLTAC participating municipalities to update and <br />clarify the language in the existing interlocal agreement. <br />The following four key areas of improvement were identified and <br />addressed in the proposed amendment: <br /> <br />• Website/Application Updates: Establish a specified timeline <br />for update requests to the website and application, including <br />the ability for County staff to defer unrealistic requests. <br />• Scoring Procedures: Improve scoring guidance and timelines. <br />Individual cities that do not adhere to these procedures will <br />forfeit their ability to delay the process but must still <br />contribute their funds to CLTAC awards. <br />• Reimbursement Process: Clarify the reimbursement process so <br />that all participating municipalities contribute to the awards in <br />amounts proportional to their overall lodging tax contribution. <br />• Administrative Costs: Change administrative costs, which <br />were previously funded entirely by the Kittitas County <br />Lodging Tax Committee, to be shared by all participants in <br />amounts proportional to their overall contribution. <br /> <br />The attached amendment contains the necessary language to effect <br />these changes and is ready for the Board of County Commissioners <br />(BOCC) review and approval before being sent to the other <br />participating municipalities for final approval. <br /> <br />INTERACTION: The development of the CLTAC Amendment has been a collaborative <br />process, primarily between Kittitas County and the City of <br />Ellensburg. The Kittitas County Lodging Tax Committee has <br />reviewed the amendment and fully supports the changes. Preliminary <br />conversations indicate that the cities of Roslyn and Cle Elum are also <br />expected to be supportive. <br /> <br />RECOMMENDATION: Approve the Consolidated Lodging Tax Advisory Committee <br />Interlocal Amendment. <br /> <br /> <br />
