KITTITAS COUNTY <br />Board of County Commissioners <br /> <br />STAFF REPORT <br /> <br />DATE: November 18, 2025 <br /> <br />ACTION REQUESTED: Approve a resolution authorizing execution of an Interlocal <br />Agreement (ILA) between the Kittitas County Prosecutor’s <br />Office (KCPAO) and the City of Ellensburg (City) for <br />prosecution services. <br /> <br />BACKGROUND: The City has need of long-term criminal prosecution <br />services. In response to this need, the City Attorney and <br />City Manager reached out to KCPAO for assistance. The <br />City desires to authorize KCPAO to provide criminal <br />prosecution services on behalf of the City in the manner <br />detailed in the attached ILA. KCPAO is well suited to <br />provide top notch criminal prosecution services on behalf <br />of the City and can also deliver enhanced support to victims <br />of misdemeanors and gross misdemeanors, which is a <br />service currently beyond the scope of the City’s <br />capabilities. The Ellensburg Police Department (EPD) <br />supports this arrangement. <br /> <br />INTERACTION: KCPAO in partnership with the City drafted the attached <br />ILA, which is endorsed by EPD. <br /> <br />FINANCE: As detailed in the ILA, the City will compensate the <br />County in the amount listed in Attachment B. Finance has <br />participated in this process and approves of this <br />arrangement. <br /> <br />LEGAL: Reviewed and approved. <br /> <br />RECOMMENDATION: Approve the attached Resolution. <br /> <br />ATTACHMENTS: Resolution Authorizing Execution of an Interlocal <br />Agreement with the City of Ellensburg, Interlocal <br />Agreement between the Kittitas County Prosecutor’s Office <br />and the City of Ellensburg, letter of support from Chief <br />Wade of the Ellensburg Police Department. <br /> <br />LEAD STAFF: Stephanie Hartung, Chief Civil DPA
