10/14/2025 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON CONFERENCE ROOM SPECIAL MEETING <br /> TUESDAY 1:00 P.M. OCTOBER 14, 2025 <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory <br />Wright; Commissioner Brett Wachsmith. <br /> <br />Others; County Auditor Bryan Elliott; Jodi Larsen, Office <br />Administrator; Lisa Bugni, Clerk. <br /> <br />LTAC Committee members; Jessica Karraker, Roylene Crawford, Karen <br />Porter, Victor Woodward via Webex and 6 members of the public <br /> CITIZEN COMMENTS: NONE LTAC JOINT MEETING WITH BOCC COMMISSIONERS <br />At 1:05 p.m. Chairman Osiadacz opened a Special Meeting to meet with <br />members from the County Lodging Tax Advisory(LTAC)Committee. <br /> <br />Bryan Elliott, Auditor, outlined the Large Capital Grant update on <br />the Washington State Horse Park and the Upper County Rec Center. <br />Both applications had been on hold pending legal review due to the <br />current financial uncertainty with the City of Cle Elum. The Legal <br />Dept states that moving forward with funding to these entities will <br />have no negative impact on the county or the LTAC. Both applications <br />will be on next week’s Commissioner Agenda for funding <br />consideration. <br /> <br />Chairman Osiadacz gave an update on the applications stating that <br />the committee has approximately $500,000 in available funds. The <br />Committee has received over $1,000,000 in application funding <br />requests. The Committee will make the final determinations during <br />the November 14th meeting. <br /> <br />Bryan Elliott, Auditor, reviewed the financial projections and <br />updates stating that there should be no funding concerns on <br />committed projects as the income flow is strong. He went on to say <br />there are 4 areas of focus and/or improvement that are being <br />discussed and there may be changes implemented within the Interlocal <br />Agreements between the County and the municipalities. The Committee <br />will continue to review and bring forth any appropriate agreed upon <br />changes. <br /> <br />Committee member Jessica Karraker and Auditor Bryan Elliott brought <br />forward the committee’s discussion regarding re-utilization of
