KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE:October 21,2025 <br />ACTION REQUESTED: Request to Set a Public Hearing for November 18, 2025, at2:00 <br />pm to consider a Non-Exclusive Franchise for telecommunications <br />facilities with Level 3 Communications, LLC. <br />BACKGROUND:Kittitas County Public Works received a Franchise Application for <br />telecommunications facilities to be placed within the County <br />rights-of-way. The previous franchise agreement had expired, and <br />a new franchise agreement is required for existing and new <br />services franchise area. Upon approval ofthe franchise, right-of- <br />way permits will be required to conduct any proposed work in the <br />service area. <br />The Franchise Application is complete, and the appropriate <br />application fee has been collected. Additionally, the Prosecuting <br />Attorney's Office has reviewed the proposed Franchise <br />Agreement.
