<br /> <br />KITTITAS COUNTY <br />Board of County Commissioners <br />Regular Agenda Session <br /> <br />AGENDA DATE: October 21, 2025 <br /> <br />ACTION REQUESTED: Request Approval of Memorandum of Understanding and Interlocal <br />Agreement in support of the Kittitas County Economic Development <br />Partnership <br /> <br /> <br />BACKGROUND: The Conference of Governments (COG) has spent the past several <br />years defining the optimal structure and process to implement the <br />Kittitas County Economic Development Strategic Plan (KCEDSP). <br />This effort focused on aligning governmental, nonprofit, and private <br />sector organizations to support county-wide economic development <br />goals. <br /> <br />A task force, guided by consultants from the University of Northern <br />Iowa (UNI) and facilitated by Central Washington University (CWU), <br />recommended a new collaborative action model. This entity, the <br />Kittitas County Economic Development Partnership (KCEDP), will <br />serve as the county's unified implementation body. The KCEDP will <br />be comprised of identified economic development ‘doers,’ who will <br />be collectively supported by and accountable to the Conference of <br />Governments (COG.) <br /> <br />INTERACTION: The proposed KCEDP model, including the governing Memorandum <br />of Understanding (MOU) and Interlocal Agreement (ILA), was <br />developed through the Economic Development Task Force. This task <br />force represented broad county support, including participants from: <br />six municipalities, the Chamber of Commerce, Downtown <br />Associations, CWU and other community groups to include Easton <br />and Snoqualmie Pass community associations. <br /> <br />RECOMMENDATION: Approve the Memorandum of Understanding and Interlocal <br />Agreement establishing the Kittitas County Economic Development <br />Partnership as a subsidiary organization of the Conference of <br />Governments <br /> <br />HANDLING: Original – Clerk of the Board <br />Copy – Candie Leader, Public Works <br />Copy – Auditor <br /> <br />ATTACHMENT Kittitas County Economic Development Partnership Model <br /> Kittitas County Economic Development Partnership MOU <br /> Kittitas County Economic Development Partnership ILA <br /> <br /> <br />LEAD STAFF: Bryan Elliott, Chair of COG
