KITTITAS COUNTY
Board of County Commissioners

STAFF REPORT

DATE: October 21, 2024

ACTION REQUESTED: Request to Approve a Resolution to Authorize Approval of
the Payment of the Claim for Damages Presented by Jason
and April Bell and Authorizing Washington Counties
Insurance Pool to Issue a Warrant for said Claim .

BACKGROUND: An employee of the Kittitas Valley Event Center, while in
the scope of his duties, caused a ladder to strike and
damage Jason and April Bell’s truck. KVEC Director Kady
Porterfield spoke with Jason Bell, who was the electrician
for the 2025 Kittitas County Fair, and provided him with a
claim form to complete. The Prosecutor’s Office sent a
letter to Mr. and Mrs. Bell sending him an additional claim
form to which he returned to the Prosecutor’s Office with a
damage estimate. The Prosecutor’s Office and Ms.
Porterfield agreed that this claim should be presented to the
Board for approval of payment.

INTERACTION: The Prosecutor’s Office works with the Washington
Counties Risk Pool to provide payment to the claimants,
and will send out a Release of All Claims to the Bells once
this Resolution is executed. WCRP will then bill the
County for the balance and the Auditor will bill the Event
Center.

RECOMMENDATION: Sign the Resolution Authorizing the payment of the Bells’
claim for damages.

ATTACHMENT: Draft Resolution.

LEAD STAFF: Miko Tempski, Civil Deputy Prosecuting Attorney
Kady Porterfield, KVEC Director
