KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />2025 AGENDA STAFF REPORT <br />AGENDA DATE: October 7, 2025 <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing the Selection <br />of SCJ Alliance for the Water District No. 6 (Vantage) <br />Sanitary Sewer Feasibility Study and Authorize the Public <br />Works Director to negotiate and sign the Professional <br />Services Agreement. <br />BACKGROUND: In July 2025, Kittitas County Public Works solicited for <br />Statement of Qualifications for professional services <br />relating to the analysis of the existing wastewater system <br />for Water District No. 6 (Vantage). This facility <br />assessment is necessary for planning purposes to support a <br />development proposal in Vantage and for continued <br />economic development in the town. The Conference of <br />Governments (COG) considered this project, and the <br />associated funding request with support provided at the <br />May 21, 2025, regular COG meeting. Submittals were due <br />on July 24, 2025. Three (3) submittals were received in <br />response to the solicitation. A review team comprised of <br />Public Works, a member of COG and a Water District #6 <br />representative have reviewed the proposals and <br />recommends SCJ Alliance be selected for the Water <br />District No. 6 (Vantage) Sanitary Sewer Feasibility Study. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Approve the Resolution Authorizing the Selection of SCJ <br />Alliance for the Water District No. 6 (Vantage) Sanitary <br />Sewer Feasibility Study and authorize the Public Works <br />Director to negotiate and sign the Professional Services <br />Agreement. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Resolution <br />LEAD STAFF: Josh Fredrickson, Public Works Director <br />
