KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />2025 AGENDA STAFF REPORT <br />AGENDA DATE: October 7, 2025 <br />ACTION REQUESTED: Request to Approve a Resolution to Award the Distressed <br />County Sales and Use Tax 2025 for Conference of Government <br />Work Program Fire and EMS Standard of Cover Assessment & <br />Analysis project and Direct Staff Prepare Public Facility Grant <br />Agreements for Award Recipient <br />BACKGROUND: The Kittitas County Conference of Governments (COG) <br />established a priority work program in 2023.One project <br />identified in the work program was the development of a <br />countywide Fire and EMS standard of Cover Assessment & <br />Analysis. COG established a sub -committee on Fire and EMS <br />services with the focus on the Standard of Cover assessment <br />covering the entire County. <br />COG met on August 20, 2025, to review the 2025 Small Capital <br />Program Grant applications for eligible projects. Included in the <br />applications was the Standard of Coverage project. COG <br />recommended funding this project as part of their Work Program <br />in the amount of $150,000.00. <br />A Public Facility Grant Agreement will be drafted for recipient <br />signature and will be presented for Board of County <br />Commissioner consideration at a future agenda session. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Move to Approve and Sign the Resolution to Award the <br />Distressed County Sales and Use Tax 2025 for Conference of <br />Government Work Program Fire and EMS Standard of Cover <br />Assessment & Analysis project and Direct Staff Prepare Public <br />Facility Grant Agreements for Award Recipients <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Resolution. . <br />LEAD STAFF: Josh Fredrickson, Public Works Director. <br />
