KITTITAS VALLEY EVENT CENTER <br />Home of the Kittitas County Fair and Ellensburg Rodeo <br />901 E. 7th Ave, Suite 1, Ellensburg, WA 98926 <br />EventCenter@co.kittitas.wa.us <br />Office (509) 962-7639 <br />Fax (509) 962-7010 <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: October 7, 2025 <br /> <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing the Approval of the <br />State of Washington Parks and Recreation Agreement <br /> <br /> <br />BACKGROUND: The Kittitas Valley Event Center Director and SCJ Alliance <br />presented a request to Washington State Parks for an easement <br />along the south side of the future KVEC RV Park that is a portion <br />of the Palouse to Cascades Trail. <br /> <br />The plan of utilizing that area includes doing very little grading to <br />make sure there is no ponding of water as a result of the grading for <br />the RV park. The area would be seeded with dryland grasses that <br />do not need irrigation and maintained to eliminate any noxious <br />weeds and to keep the vegetation trimmed. RV’s will not be <br />parking on the State parks land, but the ends may overhang the <br />property line a few feet. The main goal is to make sure the <br />aesthetics for the park are nice. <br /> <br />INTERACTION: Kittitas Valley Event Center <br />Kittitas County Facilities Director <br />Kittitas County Prosecutor’s Office <br />Board of County Commissioners <br /> <br />RECOMMENDATION: Approve Resolution Authorizing the Approval of the State of <br />Washington Parks and Recreation Agreement <br /> <br />HANDLING: Must submit all 3 signed copes to State of Washington Parks and <br />Recreation for wet signature. They will return 2 fully executed <br />copies in order for the distribution as follows: <br /> <br />1 Original – Clerk of the Board <br />1 Original – Event Center Director <br />1 Original – State of Washington Parks and Recreation <br /> <br />ATTACHMENTS: Resolution, Franchise Agreement <br /> <br />LEAD STAFF: Kady Porterfield, Kittitas Valley Event Center Director <br />
