BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION NO. 2025-_______ <br /> <br />A RESOLUTION TO AUTHORIZE THE EXECUTION OF AGREEMENTS FOR <br />SERVICES BETWEEN KITTITAS COUNTY AND ABILITY, ATWORK!, COMPASS, <br />AND ELMVIEW <br /> <br />WHEREAS, Kittitas County Public Health Department (KCPHD) wishes to enter into <br />Agreements for Services with AtWork!, Compass, Elmview, and Ability to <br />provide school to work services, per the contractual requirements of the <br />Washington State Department of Vocational Rehabilitation Services (DVR) <br />including, but not limited to, intake, assessment, job placement, along with <br />required deliverables; and <br /> <br />WHEREAS, AtWork!, Compass, Elmview, and Ability agree to provide school to work <br />services in three phases including school to work intake and assessment phase, <br />job placement phase, and employment phase as discussed in Attachment A <br />“Scope of Work” of each agreement; and <br /> <br />WHEREAS, KCPHD agrees to compensate AtWork!, Compass, Elmview, and Ability when <br />each submits invoices to the County along with the DVR School to Work <br />Billing Checklist. AtWork!, Compass, Elmview, and Ability must also submit <br />the student monthly guide for DVR to release payment, and adequate back up <br />documentation must also be provided to support costs in each invoice per the <br />School to Work Guide Instruction, including billing instructions as discussed in <br />Attachment B “Compensation” of each agreement; and <br /> <br />WHEREAS, KCPHD will retain a ten percent (10%) administrative fee per School to Work <br />Activity billed. The Administrative fees for Kittitas County will include the fees <br />for activities bills as stated in Attachment B “Compensation” of each agreement; <br />and <br /> <br />WHEREAS, this program shall commence on the date of execution and will run until its <br />completion on September 30, 2026 (the program’s expiration) unless the <br />agreement is terminated early or its term is extended as provided in the attached <br />agreements, including their respective attachments; and <br /> <br />WHEREAS, KCPHD Developmental Disabilities Administrative Specialist shall be the <br />contact for the Kittitas County, and each individual agreement lists the contacts <br />for AtWork!, Compass, Elmview, and Ability. Each of these agreements with <br />their respective attachments in full are attached hereto and incorporated by <br />reference. <br /> <br />NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the <br />best interest of the public, does hereby authorize the Boards’ signature on the Agreements for <br />Services between Kittitas County and AtWork!, Compass, Elmview, and Ability. <br />
