08/05/2025 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. AUGUST 5, 2025 <br />Board members present: Chairman Laura Osiadacz & Vice-Chairman Cory <br />Wright and Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Jeremy Johnston, Long Range Planner; Cameron Curtis, <br />Engineer; Stephanie Hartung, Chief Civil Deputy Prosecutor; Josh <br />Fredrickson, Public Works Director; and Jamey Ayling, Planning <br />Manager. PUBLIC HEARING SURPLUS EQUIPMENT PUBLIC WORKS <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />equipment surplus to the County’s needs and to authorize disposal of <br />the same in accordance with RCW 36.34.480. <br /> CAMERON CURTIS, ENGINEER, reviewed a Staff Report and said they have <br />determined a 1988 Caterpillar 950B Wheel Loader is surplus to the <br />County’s needs, and the equipment replacement was covered by the <br />Public Works funds in 2025. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> RESOLUTION 2025-142 SURPLUS EQUIPMENT PUBLIC WORKS <br /> VICE-CHAIRMAN WRIGHT moved to approve Resolution No. 2025-142, to <br />Declare Equipment Rental and Revolving Fund Equipment Surplus to the <br />County’s Needs and to Authorize Disposal. COMMISSIONER WRIGHT <br />seconded. Motion carried 3-0. <br /> PUBLIC HEARING 2026-2031 CAPITAL IMPROVEMENT PLAN CDS <br />At 2:01 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />updates to the 2026-2031 Capital Improvement Plan. <br /> JEREMY JOHNSTON, LONG RANGE PLANNER, reviewed a Staff Report. He <br />said the 2026-2031 Capital Improvement Plan is used to identify and <br />anticipate County infrastructure needs and potential funding <br />sources. The Washington State Growth Management Act requires all <br />participating jurisdictions to update the plan annually. He <br />indicated the Planning Commission recommended approval of the plan. <br /> <br />
