BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF'WASHINGTON <br />REsoLUrroN No. 2ozs-)aL_ <br />A RESOLUTION AUTHORIZING CHAIR SIGNATURE TO EXECUTE AN <br />INTERLOCAL AGREEMENT BETWEEN KITTITAS COUNTY AND THE <br />WASHINGTON DEPARTMENT OF FISH AND WILDLIFE FOR SPRINGWOOD <br />RANCH STEWARDSHIP VIA WASHINGTON DEPARTMENT OF ECOLOGY GRANT <br />AGREEMENT <br />WHEREAS. the Interlocal Cooperation Act, as amended, and codified in Chapter 39.34 of the <br />Revised Code of Washington ("RC)W"), provides for public agencies to enter <br />into agreements for.joint or cooperative action authorized under that chapter; <br />and <br />WHnREASo in 2023, the Washington State L.,egislature appropriated funds in the 2An-2025 <br />Budget Proviso fbr the acquisition of Springwood Ranch fbr public purposes <br />pursuant to Section 3073 of Engrossed Substitute Senate Bill 5200 (the <br />'oSpringwood Ranch Legislation"); and <br />WfIllRIiAS, pursuant to the Springwood lLanch Legislation, on Oc'tober 31't, 2Q24 the 'fnrst <br />lbr Public Lands conveyed porlions of Springr,vond Ranch to Kittitas County, <br />The Kittitas Reclamation District (KRD), the Clonf-ederated Bands and Tribes of <br />the Yakama Nation (Yakama Nation), and Washington State acting by and <br />through Department of Fish and Wildlif'e (WDFW) (collectively "Orimers"); ancl <br />WHEREAS, Kittitas Countv entered into Grant z\greement no. WRYBIP-2325-KiCPWD- <br />AA0l2 with the Washington State l)epartrnent of hcology for Springwood R.anch <br />stewardship and planning activities; and <br />WHEREAS, stewardship and planning tunding will be used to maintain core land <br />management fi.rnctions during an interim management period and provide key <br />services to enable the Orvners to transition the ranch to rneet long-term <br />nanagement goals; and <br />WHAR.EAS, the Orvners rvill u,ork togetlrer to implement the scope of work authorized and <br />f'unded by the grant agreement; and <br />WHEREAS, the interlocal agreement between Kittitas Cormfy and WDFW is attached hereto <br />and incorporated by reference. <br />NOW, THEREFORE BE IT RESCILVED that the Board of Cor"rnty Comrnissioners, in the <br />best interest of the public, does hereby authorize Clhair signature on all Interlocal Agreement <br />between Kittitas County and the Department of Fish and Wildlife. <br />DATED this 17th day of rt,2025,at Ellensburg, Washington. <br />)tsne
