I <br />BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO. 2025. I 93 <br />A RESOLUTION AUTHORIZING CHAIR SIGNATURE TO EXECUTE AN <br />INTERLOCAL AGREEMENT BETWEEN KITTITAS COUNTY AND THE <br />WASHINGTON DEPARTMENT OF F'ISH AND WILDLIF'E FOR SPRINGWOOD <br />RANCH STEWARDSHIP VIA WASHINGTON DEPARTMENT OF ECOLOGY GRANT <br />AGREEMENT <br />WHEREAS. the Interlocal Cooperation Act, as amended, and codified in Chapter 3g.34 of the <br />Revised Code of Washington ("RCW"), provides for public agencies to enter <br />int<l agreements for.joint or cooperative action authorized under that chapter; <br />and <br />WIIEREAS' in 2023, the Washington State Legislature appropriated funds in the 2A23-2025 <br />Budget Proviso fbr the acquisition of Springwoocl Ranch fbr public pulposes <br />pursuatrt to Section 3073 of Engrcssed Substitute Senate Bill 5200 (the <br />'oSpringwood Ranch Legislation"); and <br />WHEREAS, pursuurt to the Springwood i{"anch Legislation, on October 31't, 2A24 the Trust <br />lbr Public Lands conveyed porlions of Springr.vood Ranch to Kittitas County, <br />The Kittitas Reclamation District (KRD), the Conf-ederutedBantls and Tribes of <br />the Yakama Nation (Yakama Nation), and Washingtori State acting by ancl <br />through Department of Fish and Wildlif'e (WDFW) (collectively "Owners"); ancl <br />WHEREAS, Kittitas ClountS,'entered into Grant Agreement no. WRYBIP-2325-KiCPWD- <br />00A72 with the Washington State Departrnent of lJcology for Springwaocl Ranch <br />stewardship and planning activities; and <br />WHEREAS, stewardship and planning funding will be used to maintain core land <br />mallagement fuuctions during an interim management period and provide key <br />services to enable the Owners to transiticln the ranch to rneet long-ternr <br />malugement goals; and <br />WHEREAS, the Orvners ivill work together to implement the scope of work authorized anci <br />f'uncled by the grant agreement: and <br />WHEREAS, the interlocal agreement betr,veen Kittitas County and WDFW is attached hereto <br />and incorporated by reference. <br />NOW' THEREFORE BE IT RESOLVED that the Board of County Commissioners, in rhe <br />best interest of the public, does hereby authorize Chair signature on all lnterlocal Agreement <br />between Kittitas County and the Department of lrish and wilcllife. <br />DATED this 17th day of July,2025,at Ellensburg, Washington.
