KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: July 15, 2025 <br />ACTION REQUESTED: Request to Approve & Sign an Amendment to Lease <br />with KITTCOM for Airport Property within the <br />Industrial Area at Bowers Field <br />BACKGROUND: On October 6, 1998, KITTCOM entered into a lease <br />for County land located at Bowers Field Airport <br />within the Industrial Area. This Lease is for Lot C-33 <br />of the Bowers Field Airport Binding Site Plan 2nd <br />Amendment. <br />INTERACTION: <br />Per RCW 36.34.180 and the approved lease, the <br />County is required to renegotiate these long-term <br />leases every five years. As of February of 2024, the <br />five-year renegotiation was due. <br />The lease "Rental Rate Adjustment" referenced a <br />Consumer Price Index (CPI) for re -adjustment <br />(Seattle -Everett Metropolitan Area) by the U.S. <br />Bureau of Labor Statistics. This CPI is compared to a <br />standard 1.5% annual increase and the higher of the <br />two selected. The lease also included a standard 1.5% <br />annual increase until the next rental rate adjustment <br />review. All other terms of said lease are effect and are <br />not altered by this Amendment. <br />Public Works; KITTCOM <br />RECOMMENDATION: Approve & Sign an Amendment to Lease with <br />KITTCOM for Airport Property within the Industrial <br />Area at Bowers Field for Lot C-33. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Lease Addendum; Original Lease <br />LEAD STAFF: Josh Fredrickson, Public Works Director <br />
