<br /> <br />Public Notice <br />Kittitas County, Ellensburg WA <br /> <br /> <br /> <br />REQUEST FOR QUALIFICATIONS <br /> <br /> <br /> <br />For Vantage Wastewater Treatment Facility Capacity Assessment <br /> <br /> <br /> <br />All submittals received after 10:00 AM on Thursday, July 24th, 2025, will be discarded <br /> <br /> <br /> <br />PURPOSE: <br /> <br /> <br /> <br />Kittitas County is soliciting this request for qualifications (RFQ) from qualified companies to analyze the existing Water District 6 wastewater treatment facility (WWTF) in the Town of Vantage. The purpose of the project is to develop an assessment and inventory of the existing wastewater treatment facility. This is anticipated to be done through review of existing documents, plans and reports. This also includes an analysis of the system capacity to develop the hydraulic and organics loading analysis to support findings and understand the capacity of the existing system. Recommend upgrades or new technologies to the system which may be necessary in order to meet the service goals of the Water District along with a schematic of the system are to be included. The selected company should be available to begin the assessment immediately. <br /> <br /> <br /> <br />SCOPE OF PROJECT: <br /> <br /> <br /> <br />Assessment of the Existing System <br /> <br /> <br /> <br />An analysis of the existing system should include an onsite analysis of the WWTF to identify deficiencies, and a review of all available plans and documents from the Water District, Kittitas County, and the Department of Ecology. Using this information, the selected company should determine hydraulic and organic load capacity of the system. <br /> <br /> <br /> <br />Assessment of the Existing Service Area Demand <br /> <br /> <br /> <br />The selected company should review annual flow rates and organic loading of the service area. Known future developments should be included in this analysis. The service area demand should then be compared to the capacity of the WWTF to inform necessary upgrades. <br /> <br /> <br /> <br />Findings and Recommendations <br /> <br /> <br /> <br />The selected company should summarize the findings of the assessment in a report with recommended system upgrades if necessary. Included in this recommendation, a high-level cost assessment of upgrades should be included. <br /> <br /> <br /> <br />Project Meetings and Communications <br /> <br /> <br /> <br />The selected company is anticipated to meet with Kittitas County Public Works to provide regular updates. In addition, the selected company is expected to meet with Water District 6 to present project findings. A separate meeting to present the findings with the Kittitas County Conference of Governments is expected. <br /> <br /> <br /> <br />PROCEDURES FOR SUBMITTAL: <br /> <br /> <br /> <br />If you wish to be considered for the work under this RFQ, you must be a registered consultant on the Municipal Research and Service Center of Washington – Shared Small Works and Consultant Roster (www.mrscroster.org). <br /> <br /> <br /> <br />If interested in providing this product to the County, submit a sealed envelope to Josh Fredrickson, Kittitas County Public Works Director, at 411 N. Ruby St. Suite 1, Ellensburg WA 98926 by 10:00 am on July 24, 2025, indicating your interest. <br /> <br /> <br /> <br />Submittals shall include a one-page cover letter with the firm name as listed on the MRSC web site and contact information. Submittals shall also include three copies of your Statement of Qualifications describing the firm’s or team’s ability to provide the aforementioned services. <br /> <br /> <br /> <br />For your records, the County will provide a confirmation email to the contacts provided in the submittal confirming receipt of your interest in the proposal. Submittals received after 10:00 AM local time July 24th, 2025, will be disregarded. <br /> <br /> <br /> <br />A committee including representatives from Kittitas County and Water District 6 will review all submittals and select the provider for contracting. If interviews are desired by the Committee, selected interviewees will be notified in advance. <br /> <br /> <br /> <br />Kittitas County encourages disadvantaged, minority and women owned consultant firms to respond. <br /> <br /> <br /> <br />The County reserves the right to reject any and all submittals. <br /> <br /> <br /> <br />SELECTION PROCESS <br /> <br /> <br /> <br />Kittitas County selection will be based upon: <br /> <br /> <br /> <br />The company’s or team’s qualifications, experience and ability to perform the work (30 points). <br /> <br />Demonstrated experience with similar projects (20 points). <br /> <br />Experience working with Kittitas County staff on locally funded or grant-funded projects (30 points). <br /> <br />Project understanding and approach (30 points). <br /> <br />Demonstrated ability to keep project on time and within budget (20 points). <br /> <br />Demonstrated ability to communicate and work effectively with the public, staff, policy, and review bodies (10 points). <br /> <br /> <br /> <br />AGREEMENT OF SERVICES: <br /> <br /> <br /> <br />The selected consultant(s) will be expected to enter into a standard Professional Services Agreement. Insurance requirements are included in that agreement. Final deliverables to be provided by April 31, 2026. The contract period shall be for one year. <br /> <br /> <br /> <br />Persons with disabilities may request this information be prepared and supplied in alternate forms by calling collect (509-962-7523). <br /> <br /> <br /> <br />Kittitas County reserves the right to accept or reject any and all proposals or any items or part thereof or to waive any information or irregularities in the proposals.
