KITTITAS COUNTY
Board of County Commissioners

AGENDA STAFF REPORT

AGENDA DATE: June 17th, 2025

ACTION REQUESTED: Request to Approve and Publish a Request for Qualifications (RFQ)
Professional Architectural and Engineering Services.

BACKGROUND: The Board of County Commissioners approved to encumber funds
from 2024 into 2025 coroner budget for a feasibility study to
construct a county morgue.

INTERACTION: Knowing federal and state funds do not exist to build a morgue the
coroner’s office has identified two local agencies that have similar
building needs and are interested in partnering on construction. The
coroner’s office approached Kittitas County Health Department and
Kittitas Valley Fire & Rescue who wish to be included in
construction.

Coroner’s office and public health department representatives met
with Facilities Director Pattie Stacey to discuss the project. She
recommended building on airport property.

Coroner’s office, public health, and KVF&R representatives met with
Public Works Director Josh Frederickson to discuss possible locations
and ensure any grant monies sought for the project would not conflict
with grant money the airport may already be seeking.

RECOMMENDATION: Approve immediately and Publish in local newspapers a Request for
Qualifications (RFQ) Professional Architectural and Engineering
Services from June 23 to July 31, 2025.

HANDLING: Original – Clerk of the Board
Copy – Coroner
Copy – Public Health Director

ATTACHMENTS: Publish a Request for Qualifications (RFQ) Professional Architectural
and Engineering Services.

LEAD STAFF: Cori McKean, Chief Deputy Coroner
