KITTITAS COUNTY <br />SHERIFF'S STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />WEDNESDAY 8:00 AM May 7, 2025 <br />Board members present: Chairman Laura Osiadacz (via WebEX) and Commissioner Brett Wachsmith. Others: <br />Sheriff Myers, Inspector Chris Whitsett, Superintendent Steve Panattoni; Sheriff s Office, Budget & Finance <br />Director Zack DeHaven; Auditor's Office and Deputy Prosecutor Patricia Todd; Prosecutor's Office. <br />Citizen Comments: None <br />Discuss Local Budget: Sheriff mentioned that the Management Team made a presentation on budget and asked if <br />the board had any significant concerns for 2025/2026 years as the 2025 budget was adopted. Commissioner <br />Wachsmith and Zack spoke on pro forma which will be discussed at Budget Retreat. <br />Request to fill vacant Line and Jail positions (Action Item) - Sheriff advised the jail revenues and charge rates <br />have increased and the Board was not comfortable with projected revenue and so three positions were not filled and <br />with respect to the revenue we are $600,000, first quarter this year and last year as the US Marshalls is driving this <br />daily rate and bed days are running 50% with inmates and no indications it will change. Sheriff Myers mentioned <br />there is an increase in revenue of half million in I" quarter, along with existing revenue, so we would like to refill <br />the line and jail positions and don't believe a budget amendment is needed and Zack agreed. The jail cost is <br />$108,000 and for Line $134,000. Sheriff Myers advised that they don't need the startup cost for a vehicle and <br />equipment, so the cost is less. Commissioner Wachsmith is fine with this, and Chairman Osiadacz said as long as <br />finance agrees she is okay with this. Approved action. <br />Sheriff mentioned that there is one unfilled clerical position too, and looking at reorganizing specifically to <br />fleet/training. If this works out, we will ask to reactivate this position, and this position will not need a budget <br />amendment. <br />Discuss DOJ/Jail Grants: Commissioner Wachsmith asked if the President cuts have been affecting us, DOJ <br />Grants, and Superintendent Panattoni said the money is not going anywhere and we are on track, the July I" we will <br />be starting with our Grant, 115 Waiver. <br />Other Business: Sheriff informed the board that he wants to put containers at Bowers field as we have EM, Jail, and <br />Sheriff s Office equipment, so instead of leasing we can purchase containers starting at $3,500 each and delivered. <br />Per Zack, the 1/101 monies for jail project are under budget. <br />At 8:20 a.m. Request from Commissioner Wachsmith enter in Executive Session - RCW 42.30.110(iii) Litigation or <br />legal risks of a proposed action or current practice that the agency has identified when public discussion of the <br />litigation or legal risks is likely to result in an adverse legal or financial consequence to the agency. At 8:46 a.m. the <br />Board reconvened out of Executive Session.
