KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: May 20, 2025 <br />ACTION REQUESTED: Request to Approve the Resolution to Authorize the <br />Transfer of the Water Right S4-83608-J Asset from the <br />Solid Waste Department to the Public Works Department <br />and Request to Authorize Chair Signature on Water Right <br />Quit Claim Deeds and Real Estate Excise Tax Affidavit. <br />BACKGROUND: Kittitas County purchased land and the appurtenant water <br />right, S4-83608-J, for the Lower County Transfer Station. <br />The appurtenant water right will no longer be needed on the <br />purchased property as it is developed for Solid Waste <br />purposes. Kittitas County has obtained grant funding to <br />manage this water right as part of its water bank. Public <br />Works will use this funding to pay Solid Waste the original <br />purchase price for the water right asset, $1,020,500. <br />The grant funding used for the purchase requires that one- <br />third (1/3) of the consumptive use authorized for transfer <br />by CS4-83608-J be dedicated to instream flows benefiting <br />fish and wildlife, while the remaining two-thirds (2/3) will <br />be available for water banking purposes. <br />INTERACTION: Solid Waste <br />RECOMMENDATION: Approve the Resolution for the Transfer of the Water Right <br />S4-83608-J Asset from the Solid Waste Department to the <br />Public Works Department and Authorizing Chair Signature <br />on Water Right Quit Claim Deed and Real Estate Excise <br />Tax Affidavit. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Resolution; Quit Claim Deed, Real Estate Affidavit <br />LEAD STAFF: Arden Thomas <br />Public Works Water Resource Manager <br />
