<br />REQUEST FOR PROPOSALS <br /> <br /> <br /> <br />  <br /> <br /> <br /> <br />Ryegrass Biosolids Management Facility <br /> <br /> <br /> <br />Septage Land Application <br /> <br /> <br /> <br />Kittitas County Solid Waste Programs <br /> <br /> <br /> <br />Ellensburg, Washington <br /> <br /> <br /> <br />  <br /> <br /> <br /> <br />Bidders are invited to submit sealed bids for a multi-year contract for the lime stabilization and land application of septage from the two 500,000-gallon septage lagoons located at 25900 Vantage Highway, Ellensburg, WA. The work is to be done based on the procedures defined in WAC 173-308 and Biosolids Management Guidelines (DOE, July 2000), the application rate will be established by the Department of Ecology. <br /> <br /> <br /> <br />  <br /> <br /> <br /> <br />SCOPE OF WORK <br /> <br /> <br /> <br />  <br /> <br /> <br /> <br />In addition to providing all labor, materials, and equipment the Contractor shall perform the following: <br /> <br /> <br /> <br />1. The Contractor shall provide daily quantities of septage land applied, amount of lime used for stabilization, and pH recordings. <br /> <br /> <br /> <br />2. The Contractor shall land apply septage by one of three methods depending on the characteristics and accessibility of each field. The methods allowed to be used are as follows: rear discharge by tanker truck, a spray cannon mounted on a tanker truck with the ability to shoot the septage at a minimum of 100ft, or a sprinkler system designed to discharge lime stabilized supernatant. <br /> <br /> <br /> <br />3. The Contractor shall not exceed permitted gallons as set by the Department of Ecology. <br /> <br /> <br /> <br />4. In no way is the Contractor allowed to land apply septage in a manner that violates federal, state, or local laws and regulations. <br /> <br /> <br /> <br />5. Contractor shall provide proof of insurance per Exhibit A <br /> <br /> <br /> <br />  <br /> <br /> <br /> <br />The work is anticipated to begin on June 4, 2025, and shall be substantially complete within 30 calendar days of the Notice to Proceed. <br /> <br /> <br /> <br />Please submit sealed bids by 2:00 P.M. on Tuesday, May 20, 2025, at the Solid Waste Programs Office located at 925 Industrial Way, Ellensburg, Washington 98926.  Bids will then and there be opened and, unless obviously non-responsive, read aloud publicly. Bids received after the time of announced opening will not be accepted.
