KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM April 28, 2025 <br />Board members present: Chairman Laura Osiadacz and Commissioner Brett <br />Wachsmith. <br />Others: Josh Fredrickson, Cameron Curtis, Sally Kraft, Public Works; <br />Stephanie Hartung, Prosecuting Attorney's Office. <br />At 1:32 PM Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />NO CITIZEN COMMENTS <br />BEECH ROAD EXTENSION REVOCABLE LICENSE <br />Josh Fredrickson requested direction regarding the proposed addendum <br />to extend the Revocable License agreement term one year, to June <br />2026, for the extension of Beech Road to the proposed Pierce Plat. A <br />Revocable License with a 2-year term was granted to Mr. Pooya <br />Roohani, in 2023. The original license agreement did not include that <br />all road improvements are the responsibility of the developer. In <br />addition, there is a boundary parcel approximately 10 feet in width <br />on the southern boundary of the airport property that Beech Road will <br />need to cross. Both points will be clarified in the proposed <br />addendum. Staff was directed to prepare enabling documents for <br />consideration of the addendum. <br />PIONEER ROAD OUTLET <br />Cameron Curtis briefed the Board of County Commissioners on the <br />history of Pioneer Road and the residents desire to keep Pioneer Road <br />as a dead-end street. Public Works recognizes the need for a barrier <br />system that can be easily removed in the event the road is needed for <br />detour traffic and emergency situations. The installation of a gate <br />will allow a sufficient level of service to the surrounding area as <br />well as preserving emergency access through Pioneer Road if <br />conditions change. Cost is estimated at $11,800 and the Road Fund has <br />capacity for this expense. <br />Meeting concluded at 1:41 PM. <br />04/28/25 MINUTES <br />
