Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br /> <br /> <br />“Building Partnerships – Building Communities” <br />STAFF REPORT <br /> <br />DATE: April 15, 2025 <br /> <br />ACTION REQUESTED: Public Hearing on April 15, 2025, at 2:00 pm to consider approval of Office of <br />Financial Management (OFM) 2046 medium population projection of 60,621 for <br />the 2046 planning period, as recommended by Kittitas County Conference of <br />Governments (KCCOG). <br /> <br /> <br />BACKGROUND: <br /> <br />Kittitas County Community Development Services Department (KCCDS) began Kittitas County’s 2026 periodic <br />update in May of 2024 by hiring a consultant and applying for and obtaining grants relating to the Periodic <br />Update and the Climate and Resiliency requirements, from the Washington State Department of Commerce. <br /> <br />On January 27, 2025, The County Commissioners had informal discussions regarding the proposed Office of <br />Financial Management (OFM) 2046 medium population projection for the 2046 planning period, at a regularly <br />scheduled study session. <br /> <br />On February 19th, 2025, CDS and their Consultant presented to the Kittitas County Conference of Governments <br />(KCCOG) an overview of the populations projections process, Office of Financial Management (OFM) <br />requirements, new requirements from the Legislature to address affordability, and CDS’s coordinating <br />recommendation of accepting the medium growth projections for the 2046 planning period. CDS fielded <br />questions from municipalities regarding their projected population numbers throughout the process, leading up to <br />the KCCOG March 19th, 2025, regularly scheduled meeting. <br /> <br />On March 11, 2025, there was a joint meeting held between The Kittitas Board of County Commissioners and the <br />Kittitas County Planning Commission discussing the periodic update process, and the OFM 2046 medium <br />population projections for the 2046 planning period. <br /> <br />On Wednesday, March 19, 2025, at their regularly scheduled meeting, KCCOG recommended approval of the <br />medium growth projections to the Kittitas County Commissioners. <br /> <br /> <br />RECOMMENDATION: Approve the OFM 2046 medium population projections for the 2046 planning <br />period as recommended by Kittitas County Conference of Governments <br />(KCCOG). <br /> <br />ATTACHMENTS: Resolution <br /> <br />LEAD STAFF: Chad Bala, CDS Director <br /> <br />
