2025-02-25 MINUTES <br />KITTITAS COUNTY <br />HR STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 W 5TH AVE., ROOM 108, ELLENSBURG <br />Regular Meeting <br /> <br />TUESDAY 10:00 AM 2/25/2025 <br /> <br />Board Members Present: Laura Osiadacz, Cory Wright, Brett Wachsmith <br />Others Present: Clay Myers, Steve Panattoni, Chris Whitsett, Andrew Yoder, Stephanie Hartung, Christopher <br />Horner, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />CITIZEN COMMENTS (1 MINUTE TIME LIMIT) <br />None. <br />REQUEST TO APPROVE RESOLUTION IN THE MATTER OF REACTIVATING THE CITIZENS’ <br />ADVISORY COMMITTEE ON SALARIES FOR ELECTED OFFICIALS <br />HR Director Killgore presented a resolution to reactivate the Citizens’ Advisory Committee on Salaries for <br />Elected Officials. She commented that the new resolution includes an update in the committee’s scope. <br />Commissioner Wright moved to approve Resolution 2025-043 to reactivate the Citizens’ Advisory Committee on <br />Salaries for Elected Officials. Commissioner Wachsmith seconded the motion. Motion was approved; 3:0. <br />DISCUSSION/DECISION – REQUEST FOR TEMPORARY STIPEND <br />Chief Civil Deputy Hartung requested approval to provide a temporary $1,500/month stipend to one of the <br />Prosecutor ’s Legal Assistants for assuming Public Records Officer duties while one of the Deputy Prosecutors is <br />on leave. The Board provided direction to move forward with the temporary stipend. <br />DISCUSSION/DECISION – DEPUTY CORONER SALARIES <br />Director Killgore presented a request to move the Deputy Coroner position to pay grade 2 on the non-union wage <br />matrix and provide access to the full nine-step wage scale. She added that this was incorporated into the Coroner ’s <br />2025 budget, but was not presented as a personnel request. The Board approved the request. <br />DISCUSSION/DECISION – JAIL GRANT UPDATE <br />Jail Superintendent Panattoni provided the Board with an update on the Jail’s long-term grant. He summarized <br />that the Jail will use grant funding to create several new positions, including one Jail Deputy, one Law <br />Enforcement Clerk, and one Technologist. Commissioner Wright commented on the innovative nature of the work <br />and requested that the Sheriff ’s Office increase their publication of these efforts so that the community is aware of <br />the work being done in the Jail. <br />DISCUSSION/DECISION – COMMAND STAFF SALARIES
