03/04/2025 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. MARCH 4, 2025 <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory <br />Wright and Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Chad Bala, CDS Director; Arden Thomas, Water Resource <br />Program Manager; Stephanie Hartung, Chief Civil Deputy Prosecutor; <br />Josh Fredrickson, Public Works Director; and 1 member of the public. PUBLIC HEARING COMP PLAN DOCKET PROCESS CDS <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />suspension of the annual Comprehensive Plan Docket process for the <br />2025 and 2026 annual Comprehensive Plan Amendment Cycles. <br /> CHAD BALA, CDS DIRECTOR, distributed a of Ordinances from other <br />municipalities, relating to the suspension of their annual <br />Comprehensive Plan Docket process. He said their department is in <br />the beginning stages of the County’s periodic update and they’ll be <br />presenting an outline of the upcoming public participation plan. The <br />plan will show how many meetings both the Planning Commission and <br />Board of County Commissioners will be having, which will include <br />public participation. He said although he is still recommending <br />suspension of the annual Comprehensive Plan Docket process for 2025 <br />& 2026, he would like additional time for continued discussions with <br />the Prosecutor’s office. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. VICE-CHAIRMAN WRIGHT moved to continue the Public Hearing to Tuesday <br />March 18, 2025, at 2:00 p.m. in the Commissioners Auditorium, noting <br />the record is to remain open. COMMISSIONER WACHSMITH seconded. <br />Motion carried 3-0. <br /> PUBLIC HEARING AVIATION SERVICES, LLC. PUBLIC WORKS <br />At 2:06 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider a <br />Lease Agreement with Aviation Services, LLC for property and fixed <br />base operation services at the Kittitas County Airport, Bowers <br />Field. <br /> JOSH FREDRICKSON, PUBLIC WORKS DIRECTOR, reviewed a Staff Report and <br />recommended approval of a Lease Agreement with Aviation Services,
