2025-02-11 MINUTES <br />KITTITAS COUNTY <br />HR STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 W 5TH AVE., ROOM 108, ELLENSBURG <br />Regular Meeting <br /> <br />TUESDAY 10:00 AM 2/11/2025 <br /> <br />Board Members Present: Laura Osiadacz, Cory Wright <br />Others Present: Clay Myers, Andrew Yoder, Christopher Horner, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />CITIZEN COMMENTS (1 MINUTE TIME LIMIT) <br />None. <br />DISCUSSION/DECISION – ELECTED OFFICIALS SALARY ADVISORY COMMITTEE <br />HR Director Killgore summarized that the salaries for Elected Officials, excluding County Commissioners, are <br />not set beyond 2025. The Board provided direction to reactivate the Citizen’s Advisory Committee on Salaries for <br />Elected Officials. Director Killgore explained that the Board will need to appoint new Committee members. She <br />will work with BoCC staff to advertise the positions and invite citizens to apply. <br />DISCUSSION/DECISION – SHERIFF’S COMMAND STAFF 2025 WAGES <br />Director Killgore reminded the Board that Command Staff wages are tied to certain union positions per <br />Resolution 2024-116. Now that the union contracts have been settled, 2025 Command Staff wages need to be <br />adjusted. However, these adjustments outside of the non-union COLA increases were not budgeted for. The Board <br />discussed the issue and requested additional information, including comparable wage data from other agencies. <br />They also requested a breakdown of the wages and benefits between Command Staff positions and their union <br />counterparts. Director Killgore will work with the Sheriff’s Office to gather that data and bring it back to the <br />Board for further discussion. <br />EXECUTIVE SESSION – RCW 42.30.110(i) <br />To discuss with legal counsel representing the agency matters relating to agency enforcement actions, or to discuss with <br />legal counsel representing the agency litigation or potential litigation to which the agency, the governing body, or a <br />member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is <br />likely to result in an adverse legal or financial consequence to the agency. <br />The Board entered executive session at 10:25 AM to discuss potential litigation for an anticipated length of 15 <br />minutes. Anticipated action; none. The Board exited executive session at 10:40 AM with no action taken. <br />OTHER BUSINESS <br />None. <br />CONCLUDED
