Members are required to comply with the Kittitas County Boards, Committees, and <br />Commissions Handbook <br />HOMELESSNESS AND AFFORDABLE HOUSING COMMITTEE <br />BYLAWS <br /> <br />Kittitas County Homelessness and Affordable Housing Committee hereby adopt the following <br />rules for the transaction of its business. These bylaws are adopted pursuant to the need to <br />conduct requests for proposals and review of proposals for funding by Kittitas County to <br />accomplish the goals and outcomes identified in the 2019 Kittitas County Homelessness and <br />Affordable Housing Plan. <br />PURPOSE OF ADVISORY BOARD <br />The initial function of the Kittitas County Homelessness and Affordable Housing Committee was <br />to update and provide recommendations related to the Kittitas County 5-Year Plan to Reduce <br />Homelessness. Thereafter, the Kittitas County Homelessness and Affordable Housing Committee <br />shall make recommendations to the Board of County Commissioners for expenditure of the <br />Document and Recording Surcharge (RCW 36.22.250) fund and the Affordable and Supportive <br />Housing Sales and Use Tax Credit (RCW 82.14.540). Expenditure of these funds shall be <br />consistent with the legislation establishing the funds and further which comprehensively <br />addresses homelessness and affordable housing needs of the County. <br />Duties <br />The committee shall collaborate with the Kittitas County Public Health Department and <br />the Board of County Commissioners to: <br />A. Develop the goals, objectives, and metrics for the use of funds generated by the <br />Homelessness and Affordable Housing tax. <br />B. Establish spending priorities in alignment with community Homelessness and <br />Affordable Housing needs that follow the requirements of the RCW. <br />C. Develop a Request for Proposal (RFP) document and proposal review process. <br />D. Solicit and collect proposals. <br />E. Review proposals and provide recommendations to the BOCC on applications for <br />funding. <br />F. Serve as a review board on the effectiveness of grant funding. <br />G. Annually review the Purpose and Duties, the Funding Priority Areas, and the <br />operations and functions of the Board. <br /> <br /> <br />
