KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5th ROOM 109 <br />Regular Meeting <br />MONDAY 2:30 PM February 10, 2025 <br />Board members present: Chair Laura Osiadacz, Vice -Chair Cory <br />Wright <br />Others: Chad Bala and Shannon Johnson, Community Development <br />Services; Stephanie Hartung, Prosecuting Attorney's Office and <br />zero (0) members of the public. <br />At 2:32 pm Chair Osiadacz opened the Community Development <br />Services Study Session. <br />CITIZEN COMMENTS (1 MIN. TIME LIMIT) <br />There were no citizen comments. <br />ANNUAL COMPREHENSIVE PLAN CYCLE <br />CDS Director Chad Bala presented his staff report on the annual <br />Comprehensive Plan Cycle and provided clarification of the <br />anticipated significant changes planned for the 20-year, 2026 <br />Periodic Update. Commerce is in in agreement with suspending the <br />annual docket cycles by resolution. He explained that WAC 365- <br />196-610 states that counties may not conduct the periodic review <br />and a docket of amendments as separate processes in the same <br />year. Many jurisdictions in Washington State suspend the annual <br />docket cycle during the year of periodic plan adoption. <br />Vice Chair Cory Wright agreed with Director Bala in light of the <br />in-depth processes and overall validity of the ongoing <br />extensive work being done on the periodic update. Chair Laura <br />Osiadacz asked if there could be potential consequences. Vice <br />Chair Wright and Chair Osiadacz discussed annual development <br />regulation processes. <br />Director Bala specified potential conflicts with annual docket <br />submittals based on the previously adopted plan and assured the <br />Board that the annual development regulation process would not <br />change.
