BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />No.: 2018 - /5 b' <br />TO AUTHORIZE BOARD SIGNATURE AND APPROVAL OF AII <br />INTERLOCAL AGREEMENT WITH ALL COUNTIES <br />FOR THE DELIVERY OF MENTAL HEALTH AND SUD TREATMENT <br />WHEREAS: Kittitas County is a full member of the Greater Columbia Behavioral <br />Health Organization (GCBHO) in accordance with RCW 7I.24; and <br />WHEREAS: Washington Healthcare Authority (HCA) directs that BHO's will cease <br />operations on December 31, 2018 for Mid-Adopters which GCBHO is <br />one; and <br />WHEREAS: October 2nd at 10:00 a.m. in the Commissioners Auditorium, Roorir <br />109, Kittitas County Courthouse, Ellensburg, Washington; and <br />WHEREAS: The GCBHO Board of directors desire to form a Limited Liability <br />Corporation (LLC) for the delivery of Mental Health and Substance Use <br />Disorder Services; and <br />WHEREAS: Kittitas County has obligations to provide for treatment and assessment for <br />any citizenthat requests such services; and <br />WHEREAS: The GCBHO has been the agency administrating contracts for all such <br />services until December 31,2018; and <br />WHEREAS: In order to meet the requirements of the HCA for Managed Care <br />Organizations to take over seryice contracts starting January I,2019 and for Kittitas <br />County to deliver Crisis services, <br />NOW, THEREFORE BE IT RESOLVED: That the Kittitas County Board of <br />Commissioners hereby enter into a Joint County Authority Operating Agreement LLC <br />forming an Agency Service Organization (ASO) called Greater Columbia Agency <br />Service Organization (GCASO) by and among the following Counties: Asotin County, <br />Benton County, Columbia County, Franklin County, Garfield County, Kittitas County, <br />Walla Walla County, Whitman County, and Yakima County
